Would you like to be part of the team that supports critical Stormwater infrastructure for the largest county in Virginia? Join Fairfax County's Department of Public Works and Environmental Services' Stormwater Management Team and help make a difference in the environment.
Under the direct supervision of the Section Chief, the Engineer III: Completes assigned tasks related to the County's participation in FEMA's National Flood Insurance Program (NFIP) and Community Rating System (CRS). Tracks and documents activities required to maintain the county's CRS rating class. Provides coordination for NFIP Community Assistance Visits, CRS recertifications, and CRS verifications. Provides engineering review of floodplain studies and coordinates with internal and external agencies as needed to ensure compliance with NFIP and CRS requirements. Responds to FEMA flood zone related inquiries from residents and consultants. Maintains FEMA's Digital Flood Insurance Rate Maps (DFIRMs) and provides flood-related information to Land Development Services (LDS). Reviews Letters of Map Amendment (LOMAs), Letters of Map Revision (LOMRs), and Conditional Letters of Map Revision (CLOMRs) and coordinates their submission to FEMA.
Reviews flood plans and drainage studies to ensure compliance with FEMA and county code requirements. Reviews assigned stormwater capital improvement project plans to ensure compliance with all applicable federal, state, and county requirements. Participates in the consultant selection process, negotiation of task orders in areas of work responsibility, managing engineering service contracts, and administration of task orders in accordance with DPWES contracting requirements.
Other work assignments include:
- Participates in the County's flood response program, including during storm events that require the activation of the Stormwater Department Flood Operation Branch (FOB) and Fairfax County's Emergency Operations Center during both business and non-business days and hours.
- Developing and maintaining Hydrologic and Hydraulic models of County floodplain, providing flood response training to DPWES staff, monitoring electronic flood forecasting and remote rainfall and water level sensing tools, analyzing observations, and providing appropriate warnings and recommendations.
- Tracking and analysis of stormwater projects water quality benefits.
- Promoting safety awareness.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, three years of progressively responsible professional experience in the appropriate engineering or architectural field.
CERTIFICATES AND LICENSES REQUIRED:
- Valid driver's license.
- DEQ - Stormwater Management Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
- DEQ - Erosion & Sediment Control Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driver's license check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- 2 years of experience administering or supporting administration of a community's participation in FEMA's NFIP and CRS programs.
- Possession of the Association of State Floodplain Managers (ASFPM) Certified Floodplain Manager (CFM) certification.
- Two or more years of experience working with various Hydrologic and Hydraulic (H&H) computer models.
- A good working knowledge of GIS.
- Proficiency in the use of relational databases and tools for data analysis and presentation.
- 1 year of experience in the review of stormwater improvement project plans and floodplain studies.
- Fair understanding of consultant contract procedures and maintaining and managing task orders.
PHYSICAL REQUIREMENTS:
Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, sleeved shirt, and personal fall arrest harness. Work is generally sedentary and requires the ability to operate keyboard driven equipment. All duties performed with or without reasonable accommodations.
