Job Announcement

This position provides budgeting and financial management support, and develops, executes, monitors, analyzes and reports on the CSB's budget. Prepares short- and long-range forecasts. Provides strategic budget guidance, particularly regarding contracted services. Researches and analyzes the fiscal impact of policy and/or program changes. Develops recommendations and presents findings. Provides comprehensive budget and financial management support to several large service areas across the department in one or more of the following areas: revenue, compensation and fringe benefits, operating costs, recovered costs, federal and state grants, support for the Virginia Department of Behavioral Health & Developmental Services (DBHDS) Region II office, and oversight of the DBHDS State Performance Contract.

Additional responsibilities include researching budget, finance, and procurement requirements; developing related budget and financial management policies, processes, and tools to ensure efficient and effective operations, strong internal controls, and accurate financial reporting; completing required deliverables for the annual, third quarter, and carryover budget review processes; fulfilling obligations related to the DBHDS State Performance Contract and internal and external audits; and supervising professional and paraprofessional staff. Works under the general supervision of the Senior Financial Officer.

Illustrative Duties

  • Participates in the formulation and documentation of agency fiscal policies and procedures;
  • Maintains numerous fund/subfund accounts;
  • Reviews long range revenue and expenditures estimates to ensure availability of funds;
  • Prepares and/or oversees the preparation of large agency budget;
  • Applies budget, procurement, and payment procedures in accordance with established county policies, accounting principles (GAAP and GASB), and local and state policies and procedures;
  • Researches budget, finance and procurement requirements, analyzes impact on current operations and recommends means of implementation.

Required Knowledge Skills and Abilities

  • Considerable knowledge of the principles, methods, and practices of governmental budgeting and fiscal management and the ability to apply them to complex governmental systems;
  • Considerable knowledge of federal, state and county policies, procedures, regulations and legislation impacting the maintenance of financial records;
  • Ability to effectively supervise and coordinate the activities of staff;
  • Ability to develop and implement fiscal policies and procedures.

Employment Standards

MINIMUM QUALIFICATIONS::

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, three years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.

Certain positions with financial responsibility within this class may be subject to criminal background checks and/or credit checks as a condition of employment and periodically thereafter, as determined by the department head. An applicant or an employee may be required to submit a request for a criminal history record check and/or credit check to the appropriate agency; Applicants and employees within these positions must demonstrate financial responsibility in personal finances as a condition of employment.

PREFERRED QUALIFICATIONS:

  • Extensive knowledge and experience in implementing principles, methods, and practices of governmental budgeting and financial management and the applying them to complex governmental system.
  • Extensive knowledge and experience in implementing federal, state and county policies, procedures, regulations and legislation impacting the maintenance of financial records.
  • Extensive knowledge and experience in a financial leadership position with a focus on strategic planning and problem resolution efforts as well as staff development and supervision.
  • Knowledge and experience in developing and implementing fiscal policies and procedures in a complex governmental system.
  • Experience conducting clear and precise presentations to legal and governing boards, state authorities and executive leadership.

PHYSICAL REQUIREMENTS:
The work is generally sedentary and is usually performed in an office environment. Ability to use a personal computer, including keyboard and mouse, and read a computer monitor. Ability to communicate both orally and in writing. All duties performed with or without reasonable accommodations.
