Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Under the supervision of the Deputy Director of the Building Division to achieve division's goals. Serves as lead engineer for the Electrical plan review of complex projects with advanced engineering designs in accordance with the Virginia Uniform Statewide Building Code (USBC) and Fairfax County codes. Communicates code noncompliance, code requirements and engineering principles to project stakeholders and design team. Conducts quality control of plans previously reviewed by engineering staff. Performs research, provide training, interprets code provisions and offers resolution to design and construction challenges. Performs other duties as assigned to further the goals and objectives of the agency. Complies with established LDS's safety program and guidelines.
This position requires thorough understanding and application of building codes, performing difficult engineering calculations, for code compliance in the design, installation and construction of electrical systems of the buildings including but not limited to generators, life safety, photovoltaic (PV) solar, and EV equipment and systems, lighting, power etc. (new, renovation and renewal). Serves as subject matter expert to other county departments and agencies, and outside stakeholders.
As licensed professional electrical engineer may be required to sign and seal own work product. Ensures timely completion of plan reviews consistent with quality, as well as coordinating with other disciplines and other stakeholders for expeditiously approving plans for permits. Works with peers and other staff members in cooperative manner and maintain excellent rapport with team members.

Depending on the functional area of assignment: Reviews and approves plans in accordance with the Virginia Uniform Statewide Building Code; Conducts field inspections of commercial construction projects to verify compliance with associated building code requirements of the Virginia Uniform Statewide Building Code; Identifies and rewrites deficient and obsolete sections of national, state or local codes; Trains/mentors lower level engineers; Conducts preliminary meetings with design professionals to discuss code issues related to complex projects; Serves as a technical advisor in specialty area; Signs off on the work of others that are supervised and signs off on own work as a Professional Engineer or Registered Architect.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, four years of progressively responsible professional experience in the appropriate engineering or architectural field.
CERTIFICATES AND LICENSES REQUIRED:
- Driver's license
- Professional Engineer or Registered Architect licensed in Virginia upon appointment.
- Virginia Department of Housing and Community Development (VDHCD) certified Electrical Plans Examiner within 9 months of appointment.
- Virginia Department of Housing and Community Development (VDHCD) certified Plumbing Plans Examiner or Mechanical Plans Examiner within 9 months of appointment
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background, Pre-employment Medical Evaluation and driving record check to the satisfaction of the employer. PREFERRED QUALIFICATIONS: Bachelor's degree in electrical engineering with a strong background in construction codes with special focus on Electrical codes. Possession of commercial electrical plan review certificate from DHCD Virginia/ICC. Possession of commercial mechanical or plumbing plan review certificate from DHCD, Virginia or ICC. Substantial experience in code compliance review of electrical plans for the new construction and / or replacement of commercial electrical systems in the buildings and working knowledge of mechanical/plumbing codes. Strong communication skills to effectively communicate with stakeholders, designers, contractors for correcting deficiencies in construction plans submitted for permit issue Experience in use of Virginia/International Electrical codes in plan review/inspection/design/construction projects PHYSICAL REQUIREMENTS: Ability to lift and move heavy plans up to 15 lbs. from one location to another. Ability to operate key-board driven equipment. Ability to perform sedentary tasks for extended periods. Ability to review plans on desk, on computer screen, for long hours. Sufficient mobility to perform on-site building inspections. All duties performed with or without reasonable accommodations. SELECTION PROCEDURE: Panel interview and may include practical exercise.
