Airfield Construction Inspector I

As an Airfield Construction Inspector I, you will inspect, monitor, and enforce safety and security procedures to help ensure physical safety and security during airfield construction projects at Reagan Washington National Airport. Performs progressively more complex and responsible inspections of ongoing construction activities on the airfield and enforces compliance with the Airports Authority's Safety and Security Program and Directives, Vehicle Control Program, airport specific safety and security procedures, Transportation Safety Administration Regulations, and Federal Aviation Regulations. Additionally, monitors, coordinates, inspects, and reports on Capital Construction Program (CCP) projects and large projects funded by the Capital, Operating and Maintenance Investment Program (COMIP).

This is a developmental level position and may lead to the full-performance Airfield Construction Inspector II.

Serves in the Construction Department of the office of engineering at Ronald Reagan Washington National Airport (DCA).

After 24 months of successful performance and completing US Army Corps of Engineers (USACE), Construction Quality Management (CQM) certification, and upon obtaining ONE of the following certifications:
1.Certification from American Concrete Institute (ACI)
2.Paving Inspector Certification (PIC) from the Asphalt Institute
3.Asphalt/Concrete/Soil Certification from the National Institute for Certification in Engineering Technologies (NICET)

a one grade increase is awarded non-competitively and the incumbent moves to the full performance Airfield Construction Inspector II (SACI222) position.

GENERAL RESPONSIBILITIES

Monitors Safety and Security Compliance during movement area and non-movement area Construction Activities for Capital Construction Projects.

Collaborate with construction COTR team and contractor's Security and Safety officers to ensure adherence to airport Security and Safety requirements.

Oversees and ensures the phasing and Management of Traffic (MOT) was setup correctly using the approved MOT shown on the Construction Design drawings for safety and security conditions.

Monitors the Air Operations Area (AOA) movement area during construction for unusual or unsafe conditions.

Takes corrective action by contacting the contractor's safety officer or MWAA COTRs. Submits daily reports of construction activity in Unifier for COTR review.

Coordinates airfield closures with Airport OPS and assist with issuing necessary alerts/NOTAMs. Directs contractors and airport personnel in resolving safety or security issues and escalating complex matters to the Airport Operations Duty Manager.

Coordinates inspections, investigations, or corrective actions with other Federal and state agencies.

Assists Airport Safety and Security representatives, contractors and Airports Authority personnel with requirements of FAA FAR Part 139 and 49 CFR Part 1544.Reviews project plans, specifications and contractor work plans to ensure constructability, airfield accessibility for construction, aircraft movement to and from gates during active construction.

Determines whether physical obstructions or other construction difficulties have been anticipated and whether materials specified are readily available. Inspects materials, work methods, and workmanship for compliance with the approved plans and specifications. Interviews contractor employees to ensure labor laws and regulations are followed.

Reports deficiencies, consult with superintendents and design personnel, and recommend corrective actions.

Documents daily activities, prepare reports, and maintain deficiency tracking lists.

Performs other duties as assigned.

QUALIFICATIONS

Three years of progressively responsible experience in overseeing airfield safety and security during large-scale construction projects.

Knowledge of and ability to apply airport safety and security regulations (e.g., 49 CFR Parts 1542, 1544, and 1546 and 14 CFR Part 139) to conduct safety and security inspections.

Experience using project management systems (e.g. Unifier, Procore, E-Builder).

Knowledge of key regulatory requirements of the building trades and generally accepted practices of the construction industry.

General knowledge of aircraft operations and characteristics to identify unusual Movement Area operations that may adversely impact safe airline operation.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write effectively, with emphasis on communicating technical issues to nontechnical audiences.

Skill in using a computer and office suite software.

PREFERRED QUALIFICATIONS

Experience in airport operations including inspecting and enforcing compliance with safety and security procedures, arranging for corrective actions, and conducting safety and security training.

Certification as an Airport Certified Employee (ACE) in Airfield Operations or Security from the American Association of Airport Executives (AAAE).

Experience working on construction projects in an active airport environment.

Certification in, and experience implementing, the U.S. Army Corps of Engineers Contractor Quality Control Program methodology and procedures.

EDUCATION

A high school diploma or a Certificate of General Education Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Operates a vehicle airside (requires AOA permit and Driver Movement Certification).

Work requires driving a vehicle for long hours. Working midnight shifts during Movement Area

Airfield Construction Projects and day or evening shift when the Airfield project is outside of Movement Area.

Maintains situational awareness of nightly airfield construction activity to prevent Movement Area incursions or Security violations

May lift or move items weighting up to 30 pounds, such as debris.

Distinguishes color-coded ID badges and reviews items containing small print.

Work involves exposure to adverse weather conditions, high decibel noise, dust, grease, dirt, fumes, heat from aircraft, and moving vehicles and equipment. Wears personal protective equipment, as necessary.

Works at night during airfield construction activities

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, customer service, teamwork, and adherence to guidelines, effectiveness, and other factors.

A background security investigation will be required for all new hires.
