The Program Manager is responsible for coordinating and overseeing holistic program operations for the Emergency Sheltering and Housing Program across all categories and functions. This role ensures compliance with federal, state, and local requirements while managing complex sheltering and housing missions in accordance with FEMA and FDEM guidelines. The Program Manager serves as the primary leadership point of contact, directing program staff, subcontractors, and partners to deliver efficient and compliant services. The Program Manager ensures effective communication, risk management, and performance tracking while continuously improving processes to enhance efficiency and outcomes across the entire program lifecycle.

Estimated Starting Salary Range for Program Manager: $

Pay commensurate with experience.

Program Manager Responsibilities Include:

  • Lead and coordinate all aspects of program operations across multiple functional areas, including intake, eligibility, case work, logistics, technical systems, and compliance, ensuring alignment with organizational goals and FEMA requirements.
  • Lead the planning, execution, and delivery of complex programs, including FEMA Individual Assistance, Public Assistance, Direct Housing, and Non-Congregate Sheltering initiatives.
  • Serve as a key team member, contributing to strategic decision-making and high-level program direction.
  • Collaborate with cross-functional teams, stakeholders, and partner agencies to ensure seamless communication, resource alignment, and program efficiency.
  • Manage program lifecycle activities from initiation to closeout, including scope definition, timeline management, budgeting, and reporting.
  • Identify potential risks and develop mitigation strategies to ensure program success under rapidly changing conditions.
  • Ensure compliance with all applicable federal, state, and local guidelines, policies, and contractual obligations.
  • Monitor and report on program performance, using data to drive improvements and inform leadership decision-making.
  • Provide leadership and support to project managers and operational teams, fostering a collaborative and high-performance culture
  • Support client engagement and maintain strong stakeholder relationships to ensure expectations are met and exceeded.
  • Performs other job-related duties as assigned

Program Manager Experience, Education, Skills, Abilities required:

  • Minimum of 5+ years of experience in a Program Manager or similar leadership role; resume required for consideration.
  • Advanced knowledge of FEMA programs, including Individual Assistance, Public Assistance, Direct Housing, and Non-Congregate Sheltering is required.
  • Proven ability to manage complex, multi-functional programs in high-pressure or emergency response environments.
  • Strong leadership and communication skills with experience coordinating cross-functional teams and stakeholders.
  • Must be capable of serving in a key staff position, contributing to strategic decision-making and operational oversight.
  • Must pass pre-employment qualifications of Cherokee Federal
