DESCRIPTION OF WORK

In this position, you will be responsible for directing and supervising field office supervisors to ensure that licenses, certifications, enforcement actions, and overall field office operations are effectively monitored and completed within required time frames. You will lead and facilitate regular meetings and communications with Field Offices, serving as a key liaison to ensure the implementation of Quality Assurance, Bureau, and Division policies and procedures, while also maintaining consistency across all Field Offices. Collaborating with other management personnel within the Division, you will work to ensure a seamless approach to compliance with program objectives.
Additionally, you will assess and evaluate the survey workloads of field offices to ensure appropriate coverage based on survey priorities, regional staffing levels, and facility volumes, making necessary adjustments or reallocations of field staff to uphold quality, consistency, and timeliness in meeting federal certification and state survey and licensure requirements. You will identify any discrepancies in the application of regulations and implement strategies to enhance the accuracy of complaint investigations and the completion of federal forms, ensuring that field office survey staff are well-equipped to utilize these tools.
Furthermore, you will analyze survey and complaint reports, particularly in complex or emergency situations, and provide informed recommendations to the Division Chief. You will oversee the preparation of deficiency reports related to adverse licensure and certification actions, ensuring that all documentation is thorough and supports the actions taken, while also adhering to established timelines. Your role will include reviewing legal orders for licensure actions against facilities to guarantee the accuracy and prompt completion of necessary documents. As a liaison with field office staff, you will assist in correcting and finalizing survey reports for presentation to the Division Chief and the respective facilities, as well as reviewing facility monitoring reports, such as those for Change of Ownership (CHOW) and Temporary Managers. You will also be tasked with approving the Immediate Jeopardy (IJ) template and plan, coordinating closely with both the Field Office and the Division Chief to ensure all processes are executed efficiently. - Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- This position will oversee the Southcentral Region which includes the Harrisburg and Johnstown Field Offices. The Harrisburg Field Office covers the following counties: Adams, Cumberland, Dauphin, Franklin, Juniata, Perry, and York. The Johnstown Field Office covers the following counties: Bedford, Blair, Cambria, Clearfield, Fulton, Huntingdon, Indiana, Jefferson, Somerset and Westmoreland.
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Five years of health care facility survey experience, three years of which must have been in a supervisory capacity and a bachelors degree; or
- Five years of experience that involves the development, implementation and evaluation of policies and procedures for health care administration, three years of which must have been in a supervisory capacity and a bachelors degree; or
- Any equivalent combination of experience and training which includes the required three years in a supervisory capacity.
