This position is to support the Bureau of Fiscal Service (BFS), Disbursing and Debt Management (DDM) with its Cross-Servicing debt collection application. Seneca Technologies supports expanded services including, but not limited to, Cross-Servicing in a cloud environment, expanding debt segmentation strategies, enhancing the integration between Artiva and the Fiscal Service Operational Records Management System (FORMS), assisting with the supply, maintenance, and development of manual and batch skiptracing processes, assisting with the supply, maintenance, and development of Debtor Self Service (DSS) functionality, developing additional reporting capabilities and offerings, and continuing Artiva professional support services for any additional corrections, enhancements, or system changes requested by DDM business areas and approved by the program office. Seneca Technologies is seeking a Sr Developer to provide a unique blend of strategic thinking and hands-on development to support the Bureau of Fiscal Service (BFS). The ideal candidate will be responsible for automating and streamlining the collection process, while increasing throughput by adding new features to the current Artiva solution. All development involves the utilization of agile methodologies and continuous integration practices, resulting in adaptable technologies and business processes that can evolve with the Government's strategic direction and objectives. This position also supports unique mission requirements with emphasis being placed on scalability, interoperability, accessibility, and long-term sustainability that are adaptable to changes in federal policy and/or Government mission requirements. This position is a remote position. Responsibilities include, but are not limited to:
- Provide recommendations and support for the implementation of various strategies to improve DDM's ability to recover and resolve delinquent debt and enhance the team's ability to analyze data.
- Support DDM business areas and stakeholders by providing ongoing training, enhancing the Customer Experience for Cross-Servicing application users, and providing ways for DDM business areas to access data necessary to perform their duties and plan for the future.
- Support the Cross-Servicing core team to manage Cross-Servicing in a cloud environment, integrating and maintaining connectivity into the Artiva system.
- Implement and maintain various self-service modules.
- Maintain and enhance workflows and functionality of the Cross-Servicing application to support DDM business requirements.
- Ensure solutions are designed for scalability, performance, and maintainability within a federal government environment.
- Perform hands-on development of complex applications, including data model design, business logic implementation, process automation, and user interface configuration.
- Manage the full software development lifecycle (SDLC) within an Agile framework, from requirements analysis to deployment and post-production support.
- Troubleshoot and resolve complex technical issues, ensuring high levels of system availability and user satisfaction.
- Collaborate directly with federal clients and stakeholders to gather, analyze, and document business and functional requirements.
- Translate business needs into technical specifications, user stories, and process flow diagrams.
- Conduct business process re-engineering sessions to identify opportunities for automation and optimization.
- Prepare and deliver demonstrations, training materials, and technical documentation for a variety of audiences, from end-users to executive leadership.
- Ensure all developed solutions adhere to federal security and compliance standards, such as FISMA, NIST, FedRAMP, and Section 508 accessibility guidelines.
Basic Qualifications:
- Must be a U.S. Citizen or Permanent Resident, as mandated by our government client.
- Must be able to complete/pass/hold a moderate public trust investigation.
- 5 years of experience with cloud based DevSecOps and applied Identity and Access Management and end-to-end encryption design patterns.
- 5 years of experience working with Artiva script language.
- 5 years of experience working with Cache Object Script.
- 5 years of experience in implementation, maintenance, and enhancement of Finvi services such as LINK, OMNI, IVR, and Artiva workflow segmentation.
- 5 years of experience researching and resolving issues with Artiva and its different components, and knowledge and understanding of the Cross-Servicing system and its customized features.
- 5 years of experience in supporting systems operations in a cloud environment.
- Excellent analytical skills, attention to detail, and strong problem-solving abilities.
- Excellent communication and collaboration skills.
Desired Qualifications:
- Software Development experience within Federal Enterprise environment preferred.
- BS/BA degree in Computer Science, Information Sciences, or related IT discipline preferred.
- Experience mitigating cyber security risks.
- Experience with user management (creating users, roles, assign privileges), troubleshooting errors, developing and testing reconciliation routines to perform data clean up.
