JRAD is seeking candidates to support the Director of Air Force Civil Engineers, AF/A4C. This is a hybrid position based out of Arlington, VA (Pentagon). Fully remote may be considered.

Description:

JRAD is seeking a highly qualified Expeditionary Emergency Management Subject Matter Expert (SME) to support the Department of the Air Force under AF/A4C program management. This senior-level position plays a critical role in advancing Emergency Management (EM), Weapons of Mass Destruction (WMD), and Expeditionary Engineering capabilities through the development of doctrine, policy, and strategic guidance at the highest levels of the Air Force and Joint Staff.

The ideal candidate brings deep experience in EM, CBRN defense, and contingency operations, with a proven ability to represent Air Force equities in joint service and interagency environments. The role also supports modernization efforts such as Integrated Base Response and Recovery (IBRR) and Severe Weather Readiness.

Responsibilities:

  • Lead development, coordination, and maintenance of DAF and Joint Doctrine, policy, and governance documentation related to Emergency Management and Expeditionary Engineering.
  • Provide senior-level input to AF/A4C on strategic policy, planning, and doctrine integration across the CE portfolio.
  • Represent DAF Civil Engineer equities in joint, interagency, and HAF forums alongside MAJCOM, AFCEC, AFIMSC, and LeMay Center stakeholders.
  • Prepare and present briefings, white papers, after-action reports, and other strategic communications to senior DoD leadership.
  • Support modernization efforts for Integrated Base Response and Recovery (IBRR) and provide input on Severe Weather Readiness reporting and capability development.
  • Develop and validate EM and Expeditionary Engineering training and exercise programs to enhance wartime and peacetime contingency readiness.
  • Analyze policy waiver requests, provide strategic recommendations, and coordinate resolutions in alignment with AF/A4C objectives.
  • Contribute to the readiness working group and associated sub-panels; review and draft updates to EM doctrine, publications, and technical guidance.
  • Support development of staff packages for coordination through senior Air Force and DoD leadership, including up to SAF and OSD levels.

Minimum Qualifications:

  • Minimum of 12 years of relevant experience in Emergency Management, WMD/CBRN operations, and Expeditionary Engineering across the full threat spectrum.
  • Deep understanding of DAF and DoD doctrine, policy, and operational planning processes.
  • Experience coordinating across DAF components, Joint Staff, and federal agencies.
  • Strong written and verbal communication skills, including preparing materials for senior leadership.
  • Familiarity with EM readiness systems, IBRR modernization efforts, and severe weather contingency planning.
  • Preferred: Experience at a DoD headquarters or equivalent-level command.
