Overview

As the Program Manager for Hepburn and Sons, you will support services to the Naval Systems Engineering Directorate for ships, ships systems, weapon systems, and sensors in the Technology Development and Transition (TD&T) area. You will provide program/project management, engineering, and technical and financial management support to the Navy's operational energy goals.

Responsibilities

    Provide program management and policy subject matter expertise to SEA 05 and NAVSEA affiliated PEOs for selected appropriated programs to include:
    • Naval Advanced Concepts and Technologies (NACT)
    • NAVSEA Small Business Innovative Research
    • Small Business Technology Transfer Programs
    • Cross Platform Systems Development (CPSD)
    • Systems Engineering / Technical Authority (SE/TA)
    • Fleet Readiness Research and Development Program (FRRDP)
    • Foreign Comparative Test (FCT) Program
    • Coalition Warfare Program (CWP)
  • Assist in planning, programming, budgeting, and execution of studies, tool development, design and prototyping of technologies, components, sub-systems, and whole systems to ensure planning and execution is technically feasible and ensure sufficient knowledge is developed for successful transition
  • Develop and support tools required for tracking budgets, spend plans, funding obligation and execution, and other programmatic needs
  • Coordinate with stakeholders as directed to obtain funding data, resolve issues, identify discrepancies, and produce reports related to budget status
  • Recommend appropriate funding venues for unfunded technology development efforts and assist with applications for these funding venues

  • Assist in processes and procedures for project identification, evaluation, and prioritization

  • Lead and supervise teams, utilizing skills in both program management and engineering management capacities



Qualifications

  • Bachelors degree in Management, Business, Engineering, or Science
  • 5+ years of program/project management experience
  • Familiarity with the Program Objective Memorandum (POM)/ Program, Planning, Budgeting, and Execution (PPBE) processes
  • Ability to perform business case analyses and programmatic assessments
  • Prior supervisory experience
  • DoD Secret Clearance
