The Health Department looks to enhance its workforce with a dynamic and innovative leader to fill the Strategic Partnerships Manager position within the Community Health Development Division.
Position leads and manages the Community Health Strategic Partnerships Unit, responsible for community coalition management, public health policy and grant development coordination, and community health improvement. Develops and oversees strategies to grow capacity and ensure sustainability of established quasi-governmental community health improvement coalitions through the addition of organizational and individual partners necessary to develop and implement community health improvement goals, objectives and actions. Under the supervision of the Division Director of Community Health Development, in coordination with the Department Director, Deputy Director for Innovation and Planning and other Department leaders, position is responsible for strategic partnership development initiatives focused on effective collaboration and capacity building of multi-sector public health system partners to advance the Health Department's priorities for a healthy community. Oversees, in coordination with the Division of Epidemiology and Population Health, the Community Health Assessment and Community Health Improvement Plan development, implementation, and evaluation, in consultation with multidisciplinary stakeholders, across internal and external programs. Works collaboratively with unit staff and cross-agency subject matter expertise on the development, implementation, monitoring and evaluation of capacity-building activities, including relationship management, partnership engagement, volunteer management, resource development, public health promotion, coalition advocacy, communications, and training design and delivery. Communicates and maintains liaison with residents, public and private organizations, staff and senior managers to ensure and advocate for community informed public health system objectives. Ensures an equity lens and an approach to social determinants is integrated into work of the community health coalitions, consistent with the county's One Fairfax policy and the Health Department's Equity Impact Plan.

Provides leadership and oversight of human services programs and/or activities; Provides managerial direction and guidance to supervisors in the delivery of services in such a manner as to carry out agency goals in accordance with policies and mandates; Develops and provides oversight of program goals and work plans and assures the quality provision of services; Leads in the planning, development, implementation and evaluation of program policies and procedures; Interprets and implements federal, state, county and department policies and procedures; Ensures quality business practices in program implementation and service delivery; Provides oversight to evaluation of service delivery and program satisfaction surveys; Continually evaluates and improves program effectiveness. Seeks and shares information about national, state and local initiatives for application to the program; Engages community members in identifying issues and seeking solutions through prevention strategies, capacity building, resource development, and partnering; Establishes and maintains relationships and partnerships with community organizations and other human service agencies; Develops and maintains knowledge of community needs and assists with the development and delivery of services to meet identified needs; Interprets the service to the community in order to provide the necessary understanding of client families to other community services and resources and to stimulate the required coordination and development of supportive services in the community; Manages the program budget to ensure effective use of agency resources to achieve program outcomes; Develops program outcome measures and the program budget; Monitors program expenditures and performance measures and recommends adjustments or modifications to assist with achievement of desired outcomes; Oversees service delivery, budget/expenditures, and evaluation of services funded through grants; Monitors service delivery, expenditures and outcomes provided through contracted services; Works in collaboration with other department managers to coordinate program development, agency goals and services designed to meet client and community needs and to ensure quality customer service; Develops and maintains an appropriately balanced and culturally diverse staff assuring responsiveness to the diversity of the client population and the community; Plans and implements, in coordination with other managers, a continuing, structured staff development program; Provides opportunities for staff initiative and development; Supports and improves ability of program staff to provide services by employing strategies to access needed resources, changing or establishing policies and procedures, and raising issues to senior management for decisions or approvals; Stays current on the use of technology to improve program management and service delivery.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in social services or human services, or with major course work in a specialty that confers within a community-based service delivery setting (for example, child development and family studies, education, public administration, recreation), or other related field; plus five years of professional experience in the social services, human services, or other community-based service delivery service or setting; two of which included supervising professional staff. A master's degree in an appropriate field may be substituted for one year of the required experience.
CERTIFICATES AND LICENSES REQUIRED:
- A valid motor vehicle driver's license
- CPR (required within 60 days of hire)
- AED (required within 60 days of hire)
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and a driving record check to the satisfaction of the employer.
Additional Work Schedule Requirements: Flexible work schedule will be required to work evening and/or weekend community meetings or events to and/or be on-call.
This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
PREFERRED QUALIFICATIONS:
- Graduation from an accredited college or university with a master's degree or technical degree in public health, human services, health services, or public administration.
- Seven or more years of progressively responsible experience overseeing and/or managing community coalitions or stakeholder groups in the areas of community health, community development, or human services planning and outreach.
- Seven or more years of experience in public health, principles and practices of community capacity building and sustainability, or community health planning in a public health setting.
- Thorough knowledge of and application of principles of local government administration.
- Demonstrated experience in identifying, building and fostering community-based and faith-based partnerships located in Fairfax County, Virginia.
- Three or more years of experience supervising, directing and evaluating performance of professional-level staff; ability to demonstrate strong leadership, supervisory and interpersonal skills.
- Proven ability to establish and maintain effective working relationships; exceptional interpersonal skills and ability to effectively communicate, both orally and in writing.
- Advanced proficiency using Microsoft Office (i.e., Word, Excel, PowerPoint, Outlook and Microsoft Teams).
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 pounds occasionally. Uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. Ability to drive a motor vehicle. All duties performed with or without reasonable accommodations.
