To perform routine budgeting and accounting responsibilities and duties; perform a variety of clerical accounting and budgeting entries and transactional coding reviews; to ensure adherence to District standards, guidelines, and procedures; and to perform a variety of recurring tasks relative to assigned area of responsibility. Uses sound judgment in the performance of assigned duties.
DISTINGUISHING CHARACTERISTICS
This is the journey level classification in the Fiscal series. Positions at this level are distinguished from Fiscal Analyst, Fiscal Specialist and Fiscal Assistant by the level of responsibility assumed and recurring standardized nature of duties assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from an assigned supervisor.
May receive functional and technical oversight from upper level fiscal staff.

Responsibilities and Duties
-
- Perform a variety of recurring accounting and budgeting tasks and routine journal entries related to ongoing fiscal operations and review accuracy of transactions; Prepares preformatted standardized reports related to assigned funds and restricted programs.
- Maintain object code integrity across the general ledger for assigned Funds, restricted programs and related accounts.
- Perform standardized account reconciliations and preliminary transactional reviews for complex reconciliations.
- Collect, organize, and prepare preliminary financial data for further interpretation, analysis or reporting; establish, maintain and report on accounts, records and files.
- Serve as a technical resource for staff, outside agencies, and others concerning accounts and transactions; respond to inquiries, resolve issues, conflicts and discrepancies and provide technical information within assigned area of responsibility.
- Understand and assure compliance with all applicable standards, requirements, laws, codes, rules, and procedures related to assigned areas; recommend procedure improvements.
- Works closely and advises staff regularly on transactional topics and participates in the delivery of trainings and presentations to groups in an informal setting.
- As determined by the department workflow, review and validate the work of lower level fiscal staff for accuracy and adherence to department standards.
- Update and maintain the Chart of Accounts according to area of responsibility.
- Perform standardized tasks associated with project-based initiatives such as quarterly financial reporting, interim and annual audits, and budget development.
- Perform internal audit reviews and validation of financial transactional records in the general ledger. Provide internal control verifications for assigned areas.
- Provide financial information for program audits and coordinate with independent auditors as needed to insure compliance with federal and state regulatory requirements.
- Assist in the development, integration and enhancement of the District's automated accounting and financial systems. Participate in testing of new system functionality and/or system enhancements.
- Perform related duties and responsibilities as required.

Qualifications

Knowledge of:
- Principles and practices of restricted and categorical funding, fund accounting, public sector budgeting, reporting, and auditing.
- Principles and procedures of financial record keeping and reporting.
- General principles and procedures of banking, accounts payable, accounts receivable, and travel reimbursement.
- Reporting and coding standards
- Pertinent Federal, State and local laws, codes and regulations
Ability to

- Apply sound budgeting and accounting procedures to financial transactions and problems.
- Prepare accurate pre-formatted, routine, and standardized budget and accounting reports.

Education and Experience Requirements:
Education
:
Associate's degree in accounting, business administration or a related field from an accredited college or university with at least 12 semester units in accounting.
Experience:
Two (2) years of responsible related experience. A Bachelor's degree in accounting or a related field may be substituted for two years of experience.
