As a Heavy Equipment Mechanic Supervisor III, you will supervise skilled and semi-skilled employees in the Heavy Equipment Maintenance/Metal Shop at Washington Dulles International Airport (IAD).

Heavy Equipment Mechanic Supervisor III

Serves in the Airport Equipment Maintenance Division of the Airport Maintenance Department at Washington Dulles International Airport (IAD).

Supervises maintenance and repair of heavy and light mobile equipment used at the Airport, such as grounds equipment; roadway and runway snow removal plows, brooms, and melters; and light trucks, cars, and tractors. Performs related functions.

GENERAL RESPONSIBILITIES

Performs a full range of second-level supervisory functions, including planning, assigning, and reviewing work.

Supervises Heavy Mobile Equipment Mechanics, Repairers, Leader, Planner Scheduler, and Tool and Parts Attendants.

Participates with the Manager and Planner Scheduler in planning short- and long-range projects and replacement equipment requirements.

Ensures sufficient quality and quantity of materials and equipment for upcoming projects.

Establishes deadlines and priorities based on work schedules, work order designation, safety hazards, operational importance, emergencies, methods, and established policies.

Determines the number and types of employees, materials, and equipment to perform work.

Coordinates with the Planner Scheduler to establish preventive maintenance schedules, adjust maintenance cycles, and ensure materials and equipment are available when needed.

Reviews or develops statements of work, specifications, and cost estimates and approves or submits requisitions for materials, services, and small recurring contracts as required.

Coordinates work with supervisors in other sections and divisions.

Assigns work orders and recurring preventive maintenance functions for heavy mobile equipment repair work to mechanics.

Oversees a Tool and Parts Attendant and shop warehousing function and participates in and certifies cycle count inventories.

Inspects work in progress for proper procedures, materials, and safety practices and to ensure completion within assigned time frames.

Inspects completed work for quality, quantity, timeliness, customer service, compliance with accepted trade practices.

Acts as a Contracting Officer's Technical Representative (COTR) on small service and materials contracts. Reviews or develops statements of work, specifications, and cost estimates and approves or submits requisitions for materials and services, as required.

Provides input to the Division Manager regarding the shop budget.

May assist Mechanics in responding to emergencies and with complex diagnoses or repairs.

Uses equipment and tools of the trade to test and repair equipment.

Uses computerized diagnostic and wheel alignment machines and analyzers to test electrical or mechanical components and equipment.

Uses special tools such as oxygen-acetylene torches and welding and machining equipment to repair and fabricate components.

Evaluates the merits of new equipment, tools, and supplies for use in the shop.

Maintains the state vehicle inspection station and records for the shop.

Reviews and certifies appropriate use of purchasing cards; reviews purchasing records to develop additional stock/store requests for the main and shop warehouses.

Conducts training on safety regulations and procedures and the proper use of materials and equipment.

Ensures that rules on safety, conduct, and housekeeping are observed.

Performs other duties as assigned.

QUALIFICATIONS

Six years of progressively responsible experience in the repair and maintenance of heavy mobile gasoline and diesel fueled equipment.

One of the six years of experience must be as a leader or supervisor.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Knowledge of heavy industrial, commercial, and light automotive equipment to supervise Heavy Equipment Maintenance Mechanics.

Skill at the journey level as a Heavy Equipment Mechanic exhibiting the mechanical knowledge in order to maintain, troubleshoot and repair heavy mobile equipment.

Skill in using tools and interpreting technical manuals, illustrations, specifications, diagrams, schematics, parts catalogues and similar guides.

Skill in estimating amounts and costs of supplies and equipment for the Heavy Equipment Maintenance Section to assure adequate inventory and to assist in budget planning.

Ability to analyze detailed analyses of data and information (blueprints and schematics).

Knowledge of and ability to apply safety rules, regulations, and procedures to supervise others in working safely.

Ability to speak and write effectively.

Skill in using a computer and computerized work order and time and attendance systems.

PREFERRED QUALIFICATIONS

Experience maintaining and repairing heavy equipment including crash/fire equipment, construction equipment, snow removal equipment, buses, trucks, and police and passenger cars for a public or government entity.

Five years of experience in large-hub airport airfield and runway snow removal operations.

Licensed as a Class A Commercial Driver (CDL).

Environmental Protection Agency (EPA) Refrigerant Type 1 (Small Appliances) and Type 2 (High-Pressure) Certification; certification by the National Institute for Automotive Service Excellence (ASE) as an ASE mechanic; and Automotive Service Education Program (ASEP) Certification.

EDUCATION

A high school diploma or a Certificate of General Education Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

Licensed as a Class B Commercial Driver (CDL) within 90 days of hire, promotion, or placement into the job.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

Operates vehicle landside and airside (requires AOA permit).

Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.

May bend, crouch, and work in cramped positions.

May be subject to dust, dirt, grease, slips on oily flooring, and hazardous fumes and substances. Wears personal protective equipment as necessary.

A background security investigation will be required for all new hires.
