HJF is seeking a Program Manager II to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives. Typically oversees moderately complex scope of work. Reporting to the Senior Program Manager, this position plays a key role in facilitating the operational execution of a multi-institutional research effort in collaboration with government agencies, academic institutions, and industry partners. The role will also support administrative activities such as budget tracking, invoice processing, and reporting, and contribute to the development of project management tools and infrastructure to enhance transparency, efficiency, and data-driven decision-making. This position is ideal for candidates with a strong foundation in research program operations, a proactive and collaborative mindset, and a commitment to supporting innovation in scientific and medical research.

This position will be in support of Battlefield Shock and Organ Support (BSOS) Program.

We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

This position is currently funded for 1-year.



  • Lead project specific day-to-day coordination between military, academic, clinical, and industry stakeholders to ensure seamless communication, sample logistics, and alignment of project goals across collaborators.
  • Monitor progress of scientific and technical activities across multiple validation and development efforts, ensuring timely coordination and delivery of data sets, reports, and milestone documentation to support overall program objectives and translational advancement.
  • Support the Senior Program Manager in monitoring project budgets, subcontract / sub award progression, and resource allocations across various operational and programmatic activities to ensure efficient use of funds and effective project execution.
  • Independently support and coordinate with the Scientific Program Manager to support DoD and NIH grant and proposal submissions, including timeline development, task assignment, preparation of administrative and technical components, and ensuring compliance with agency-specific guidelines and submission platforms (e.g., eBRAP, ASSIST). Support and participate in planning, creation and submission of proposals and agreements as requested. Further compile documents needed for VPR packets and submissions to USU.
  • Develop and implement communication plans that reflect the program's strategic vision. Ensure consistency in all aspects of communications.
  • Develop stakeholder engagement plans and collaborate on cultivation initiatives to support program growth opportunities.
  • Perform additional responsibilities as needed to support team goals and as directed by the supervisor.


Supervisory Responsibilities



  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.


Education and Experience



  • Bachelor's degree required; Master's degree preferred. Business Administration or Life Sciences field of study preferred.
  • Minimum of 6-8 years experience required.


Licenses and Certifications



  • Project Management Professional (PMP) preferred.


Required Knowledge, Skills and Abilities



  • Familiarity with knowledge of federal budget processes and fundamental principles of project management.
  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
  • Prior experiences in the life sciences strongly preferred.
  • Ability to obtain and maintain a T1 Public Trust clearance.


Physical Capabilities



  • Lifting: Requires lifting materials up to 25 lbs.
  • Ability to stand or sit at a computer for prolonged periods.


Work Environment



  • This position will take place primarily in an office setting.
  • up to 5% travel to attend conferences
  • Hybrid schedule: 3 days in office, 2 days telework
  • Standard business working hours with occasional need for flexibility


Compensation



  • The annual salary range for this position is $73,800-$110,000. Actual salary will be determined based on experience, education, etc.
