The State Highway Administration's (SHA) Office of Homeland Security and Occupational Safety is currently recruiting for an Occupational Safety and Health Compliance Officer II Statewide. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this SHA position or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of work: The Occupational Safety and Health Compliance Officer II is an intermediate-level position at the Maryland State Highway Administration's (SHA) Office of Homeland Security and Occupational Safety (OHSOS). The OSH Compliance Officer will work in the Occupational Safety and Health Division (OSHD) as a state-wide field employee traveling to SHA facilities, construction, and manufacturing sites. This position will report to an OSH Compliance Officer Manager within OSHD. The OSH Compliance Officer performs inspections of worksites, conducts audits, assessments, accident investigations, reviews documents, logs, and completes corrective actions to ensure a safe and healthy work environment for all employees and contractors, in addition to other duties and responsibilities across the state. This position will be responsible for ensuring Occupational Safety and Health (OSH) compliance with federal, state, and local regulations, Code of Maryland Regulations (COMAR), MDOT Transportation Service Human Resources (TSHRS), and the SHA Occupational Health and Safety Management System (OHSMS), utilizing various OSH software solutions.

The OSH Compliance Officer works with SHA employees, management, and contractors to abate identified hazards in the work environment. This is achieved through hazard assessments and conducting workplace inspections to eliminate willful violations or catastrophic incidents involving, but not limited to, work equipment, job performance, facilities, and environmental conditions. This position also implements or advises management of engineering controls, coaches/counsels employees on proper usage of personal protective equipment, and other safety and health compliance standards. The OSH Compliance Officer will be required to attend meetings, seminars, workshops, and conferences to facilitate training on Occupational Safety and Health regulations, policies, and procedures. This role works independently and with direct supervision based on the complexity of duties performed. This position will be required to achieve proficiency progression to an OSH Compliance Officer III within one year.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One (1) year of experience in the inspection of work places to ensure compliance and initiate enforcement of state and federal occupational safety and health laws, regulations and standards.
Selective Qualification: One (1) year of experience in the interpretation and application of fire, health, or safety regulations and the preparation of narrative reports documenting factual findings of inspections or investigations.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

Notes:
1. Additional experience in the interpretation and application of fire, health or safety regulations and the preparation of narrative reports documenting factual findings of inspections or investigations may be substituted on a year-for-year basis for the required education.

2. Thirty semester credit hours to include twelve credit hours in construction, engineering, fire, manufacturing or occupational safety and health technologies may be substituted for the required experience.

Licenses & Certifications

Candidates must possess a motor vehicle operator's license valid in the state of Maryland.

Special Requirements:

This position is Emergency Essential. Employees in this class are deemed vital to maintain and support business operations. They may be required to work evenings, weekends, and holidays, and are subject to call-in during non-work hours in response to emergency situations such as severe weather-related incidents, accident investigations, employee injuries, or other critical conditions.

The work requires travel to work sites such as construction or manufacturing sites, where conditions may be noisy, dirty, and uncomfortable, which will require the employee to use specialized safety equipment such as hearing protection, fall protection devices, eye protection, head protection, and respiratory protection. Employees may work in environments where they may be exposed to a variety of physical and health hazards, which include but are not limited to falling debris, noxious fumes, live electrical wiring, extreme temperatures, high-speed traffic, and asbestos particles. The work requires activities such as climbing ladders, working at elevated heights using voltage testers, sound level meters, penetrometers, and pressure gauges.
