This position is open to SHA employees only who meet the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: The main purpose of this position is to perform the duties of a civil engineer in project design, management, and coordination. As a project engineer, this position requires technical expertise in design using Computer-Aided Design and Drafting (CADD), using software such as MicroStation and Inroads: the ability to perform engineering computations, project construction estimating, project budget management, and technical writing abilities. Project coordination is also required to obtain information from internal support divisions, outside government agencies and other public scores. This position requires the responsible development of state roadway facilities using the American Association of State Highway and Transportation Officials Association of State Highway and Transportation Officials (AASHTO) design guidelines, AASHTO Roadside Design guidelines, MDOT Standard Specifications for Construction and Materials, CADD Design Standards and other related approved manuals and guides. As a project manager, this position requires coordination and public relation abilities. The project manager is required to oversee the work of outside consulting engineering firms, currently six (6) open-end contracts, with individual task assignments ranging in price from $200,000 to $1,000,000 each, with six different firms plus subconsultants. Additionally, a project manager is required to review and approve technical proposals, review the design work to ensure it meets SHA guidelines and review the financial invoices. Effective communication and coordination skills are required in dealing with community members, elected officials, civic organizations, and business leaders. As a project manager, knowledge of the design process is necessary in order to maintain forward progression of projects, ensuring that milestone dates are met, and budgets are kept within reasonable established ranges. Technical writing skills are needed in composing correspondence to internal support divisions, outside governmental agencies, public civic groups, and elected officials; thus, requiring a knowledge of MicroStation Office computer software.
