Great Hill is seeking a Payroll Specialist in Washington, D.C, USAID. The objective of this work is to provide support for Finance/Payroll in administering payroll for employees under various hiring mechanisms. The payroll workstream involves using automated payroll and personnel systems to manage functions such as time and attendance, leave, retirement, allotments, pay differentials, and payroll reporting. The specialist is responsible for providing technical guidance to employees on these processes.

Roles and Responsibilities include, but are not limited to:



  • Perform payroll operations, including time and attendance, leave audits, retirement, allotments, pay differentials, lump-sum payments, and state tax resolution.
  • Carry out a variety of clerical and technical tasks related to payroll personnel issues, including researching and resolving discrepancies, processing manual salary payments, reconciling adjustment reports, correcting suspense items, and resolving agency inquiries for both manual and automated system transactions.
  • Respond to inquiries and deliver high-quality customer service through the agency's payroll ServiceNow ticketing system.
  • Research and resolve payroll-related questions involving tax withholding, direct deposit, bills of collection, benefit premium contributions, and paid leave accruals.
  • Process retirement actions, including DS-765, DS-2896, DS-3100, military deposit buybacks, and prior service costing.
  • Support additional payroll tasks as assigned.


Basic Qualifications:




  • Education: Undergraduate degree preferred; however, applicants may substitute specialized payroll experience for education.



  • Experience:



    • Thorough understanding of USAID payroll policies and procedures, including NFC management directives, OMB guidance, the Code of Federal Regulations, the CFO Act, and the Debt Collection Improvement Act.
    • Knowledge of federal payroll systems, including NFC and GovTA, and related regulations.




Desired Skills:



  • High level of accuracy and attention to detail.
  • Strong communication and problem-solving skills.
  • Proficiency in USAID and NFC systems (e.g., PowerTerm, SPPS, EPIC) and Microsoft Office applications.
  • Ability to work independently and meet strict deadlines, while maintaining employee confidentiality.
