Medical Clinical Operations Specialist

This position requires an active Secret clearance with Top Secret/SCI eligibility (TS/SCI preferred).
As required by our governmental client, this position requires U.S. Citizenship.

As a Medical Clinical Operations Specialist, you will serve as a critical advisor to INSCOM Command leadership on field medical operations, health service support (HSS), and operational planning. This role provides key coordination of medical readiness programs and ensures force health protection for both CONUS and OCONUS missions. The specialist supports medical contingency planning, manages staff functions, monitors readiness activities, and serves as the primary link between operational commands and the medical enterprise.

Core Responsibilities Include:

  • Advise commanders on field medical operations and evacuation procedures across INSCOM installations.
  • Act as principal liaison for the INSCOM Command Surgeon in meetings, working groups, and high-level briefings.
  • Manage daily operations of the Surgeon's Office in the absence of senior leadership.
  • Coordinate health service support (HSS) efforts for readiness, training, mobilization, and homeland security.
  • Track medical personnel deployments and monitor force health protection across the command.
  • Provide operational support to relocation planning efforts and continuity of operations (COOP) initiatives.
  • Administer non-personal service contracts as the Contracting Officer's Representative (COR) ensuring compliance and performance.
  • Develop and present briefings, executive summaries, and information papers on health threats and operational health support.
  • Oversee classified communications and ensure compliance with security procedures for the Command Surgeon's Office.
  • Analyze medical intelligence, news reports, and emergency updates to brief leadership and guide readiness planning.
  • Lead coordination of Memorandums of Understanding (MOUs) and Agreements (MOAs) with external medical partners (e.g., MEDCOM, DA, DHA).
  • Review, validate, and disseminate operational plans, medical surveillance data, and readiness taskings.
  • Coordinate with Army Public Health Center (APHC), Office of the Surgeon General, and state/federal health agencies.

Experience, Education, Skills, Abilities Requested:

Education:

  • Preferred: Master's degree in Health Education, Public Health, Psychology, Counseling, Social Work, or related field.
  • Accepted: Bachelor's degree from an accredited college or university.

Experience:

  • Proven experience in medical operations support, HSS coordination, and contingency planning in military or federal healthcare settings.
  • Experience with classified communications and coordination of cross-agency medical readiness programs.
  • Familiarity with military decision-making processes, emergency operations centers (EOC), and Army-level medical protocols.

Knowledge & Skills:

  • Mastery of medical operations principles and readiness frameworks used by DoD, Army, and DHA.
  • In-depth understanding of mobilization, homeland security operations, and health promotion integration.
  • Strong working knowledge of medical surveillance systems, policy development, and interagency coordination.
  • Proficient in Microsoft Office Suite and data analysis tools to prepare briefings and reports.

Abilities:

  • Effective communicator across diverse military, civilian, and agency personnel levels.
  • Able to analyze and translate complex health service support policies into executable guidance.
  • Skilled in operational readiness tracking, program evaluation, and classified material handling.
  • Capacity to manage high-level briefings, represent leadership at meetings, and contribute to strategic initiatives.
