AGENCY SUPPORTED:
Department of Homeland Security (DHS) - USCIS OIT Architecture Engineering Support (AES2)
LOCATION: Fully Remote
POSITION TYPE: Full-time
CLEARANCE REQUIREMENT: Must be able to obtain DHS Suitability security clearance, which typically requires 2-4 weeks for processing and must be completed prior to the start date.

The project supports USCIS's Office of Information Technology by delivering enterprise IT architecture, engineering, and solution development services. The team partners across OIT to plan, design, and implement enterprise performance and capacity management strategies that ensure IT systems are optimized to meet mission-critical demands.

The Network Performance & Capacity Planning Specialist will be responsible for developing and executing network capacity planning and performance management strategies across complex enterprise environments. This role focuses on analyzing network utilization, forecasting growth, preventing congestion and bottlenecks, and ensuring that DHS network infrastructure scales efficiently to meet operational and mission needs.

The ideal candidate will possess strong analytical and technical expertise in network performance monitoring, capacity modeling, and trend analysis, as well as the ability to translate findings into actionable recommendations for engineering and leadership teams.



Responsibilities

    Lead enterprise-level network performance monitoring and capacity planning efforts across hybrid and cloud-based environments.
  • Forecast bandwidth and infrastructure capacity requirements to align with mission demand and projected growth.
  • Perform network utilization analysis, workload characterization, and traffic modeling to identify potential bottlenecks and optimize throughput.
  • Develop and maintain network performance dashboards, metrics, and trend reports to support proactive management and planning.
  • Recommend and implement performance optimization strategies, ensuring network scalability, stability, and resiliency.
  • Collaborate with engineering, operations, and cybersecurity teams to align network performance objectives with DHS enterprise goals.
  • Support modernization initiatives by integrating performance and capacity forecasting into new system designs.
  • Maintain detailed documentation, capacity models, and standard operating procedures.


Qualifications

  • 5+ years of experience in network performance analysis, capacity planning, or related network engineering disciplines.
  • Bachelor's degree in Computer Science, Information Systems, Engineering, or a related technical field (strongly preferred).
  • Strong analytical and problem-solving skills with the ability to communicate complex technical data clearly.
  • Must be eligible to obtain and maintain DHS Suitability clearance.
  • Proven expertise in:
    • Network performance monitoring, analysis, and optimization
    • Capacity planning and bandwidth forecasting methodologies
    • Identifying and mitigating network bottlenecks to maintain high availability
    • Developing and interpreting performance metrics and analytical models

DESIRED/NICE TO HAVE:

  • Experience with network performance monitoring tools (e.g., SolarWinds, NetFlow, PRTG, Wireshark, Nagios).
  • Knowledge of analytical modeling and simulation for network capacity forecasting.
  • Experience with performance engineering and network load/capacity testing.
  • Familiarity with cloud network optimization (AWS, Azure, or hybrid environments).
  • Experience supporting DHS or other Federal IT infrastructure programs.

WORK ENVIRONMENT AND PHYSICAL DEMANDS: This is a fully remote position. Candidates must have a dedicated workspace, reliable internet connectivity, and the ability to collaborate effectively with distributed teams through virtual meetings and tools.
