The Department
The City of Carlsbad has had a long history of proactively addressing affordable housing and homeless issues. The Housing & Homeless Services Department was created to address the growing importance of these two issues in Carlsbad. The Department includes administration of rental assistance programs, creation of affordable for sale and rental housing, the implementation of critical city policies that help create additional affordable housing, administration of local and federal grant programs that provide critical services to the community, and implementation and oversight of services and resources that reduce homelessness.

The Position
*The Housing and Homeless Services department has a Program Assistant opening (part-time, limited-term position).*
Under general direction from the department or division director, incumbents in this series are fully responsible and have considerable latitude in the administration of assigned specialized programs in the Homeless Services Division. Incumbents work cross-functionally to perform highly responsible, complex, professional, administrative and technical work.

The ideal candidate is a self-motivated, high performer who is responsible to plan, organize and assist with policy oversight, activities and programs, which includes assisting with coordination with other departments, governmental and nonprofit agencies, and developers.

The city is seeking a highly qualified individual with technical expertise and strong interpersonal and organizational skills. Candidates will have the ability to communicate in a clear, concise, and direct manner, including communicating technical information in a non-technical manner both orally and in writing. The candidate should be a team player who can communicate with people at all levels and with a high degree of political acumen. It is expected that the candidate be well organized, efficient and effective, and able to meet critical deadlines while managing multiple tasks. Key Responsibilities

The following are examples of the types of job duties that may be found in this role:

Administer assigned projects, including but not limited to compiling and analyzing data and monitoring progress and trends.

Perform project and policy analysis, which includes conducting research; presenting findings and results; and making recommendations as appropriate.

Provide support with the completion of grant reporting, staff reports and the development of presentations.

Assist in special project teams on special studies and complex projects/programs, using effective project and/or program management skills and techniques.

Perform other duties deemed necessary to the position.


Qualifications

Knowledge of:

  • Applicable federal, state, and local laws, codes, rules, and regulations related to homeless services.
  • Use of the local Homeless Management Information System including reporting functions.
  • Methods of data analysis and reporting.
  • Familiarity with various funding mechanisms for homeless services programs.
  • Professional presentations.
  • Analytical methods including research and statistical methods.
  • Professional communication techniques, both oral and in writing.
  • Industry best practices in housing and homeless services.
Ability to:
  • Work well within a small team structure.
  • Ensure that program activities conform with federal, state and local laws and regulations.
  • Collect, compile, analyze, organize, and present data.
  • Work well under pressure to meet deadlines.
  • Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
  • Interpret complex regulations.
  • Monitor compliance with applicable governmental regulations.
  • Use computers and related software applications.
  • Communicate clearly, both orally and in writing.
  • Use communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Experience & Education

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifying. A typical background would include:

A bachelor's degree from an accredited college or university with major work in public administration or related field.
A minimum of one year of related work experience preferred.
