Job Description:

Responsibilities

The AIDS Program Manager I (APMI) will be responsible for the management of AIDS Institute Division of HIV and Hepatitis Health Care (DHHHC) housing programs and activities. The APMI will be responsible for providing guidance and expertise for the development of policies and standards; program planning, development, implementation, and evaluation; contribute to strategic planning activities; foster collaborations with internal programs and external stakeholders to increase access to specialized services and supports which address the unique needs of the homeless and unstably housed population, oversee the management of contract activities; supervise staff; and other appropriate related duties as assigned. Homelessness, a social determinant of health, is associated with enormous health inequities, including shorter life expectancy, higher morbidity and greater use of acute hospital services. Homelessness coupled with HIV creates a higher level of concern.

Minimum Qualifications

A Bachelor's degree in a related field and five years of experience in the management of an HIV/AIDS or other relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR an Associate's degree in a related field and seven years of such experience; OR nine years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least three years of experience must have included supervision of staff and program management. A master's degree in a related field may substitute for one year of experience.

Preferred Qualifications

  • Knowledge of HIV and New York State's Continuum of HIV care and the Ending the Epidemic (ETE) initiative.

  • Professional experience in the development or management of services to address special needs of those living with HIV.

  • At least five years' experience managing housing services.

  • At least five years' experience in contract management, including providing technical assistance to providers.

  • At least two years' experience convening and directing the deliberations of committees/work groups.

  • At least two years' experience developing and delivering presentations and reports.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, 25% of the time, will be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire. Telecommuting will be available.

This position requires occasional work on weekends, after-hours, and holidays.
