Senior Program Manager Location: Offutt AFB, NE Minimum Clearance Required: Top Secret/SCI Travel: Up to 10% travel requirement as required by customer. As a Senior Program Manager, you will be responsible for providing structure, guidance, overall leadership and technical direction; formulates and enforces work standards; and solves complex technical, administrative, and management problems. Serves as the single authorized interface with key Government management personnel. Possesses senior-level communications skills used at all management levels to allocate and prioritize resources simultaneously to maintain complete program control. Who You Are and What You Need:
- Masters' Degree in related field or equivalent experience is required.
- Minimum of 20 years of experience in related field including 10 years of supervisory or management experience.
- Experience should include managing overall scope, cost, staffing, production, and deliverables from a contract or multi-focused task order level.
- Minimum of five (5) years of experience in developing, fielding and sustaining systems.
- Must possess a Top-Secret clearance with SCI access.
- Subject Matter Expert on SIGINT and ELINT airborne collection systems.
- Knowledge and familiarity executing Contractor Logistics Support (CLS) including communications and combat support.
- Possess a proven record in problem solving, decision-making, leadership, program/financial management, logistics and concept development.
- Possess demonstrated proficiency in the use of Microsoft Office products.
- Ability to CONUS and OCONUS travel as needed.
- Experience with executive-level support is a must.
What You Will Do:
- Oversee all aspects of projects. Set deadlines, provide leadership and overall technical direction; formulate and enforce work standards; and solve advanced technical, administrative, and management problems.
- Serve, as needed, as the single authorized interface with Government management/Prime personnel.
- Coordinate and complete projects supporting processes, systems and logistics of a specific mission area.
- Provide familiarity with a variety of the mission concepts, practices and procedures to accomplish goals.
- Provide daily program management through program life cycle
- Define program controls
- Plan overall program and monitoring progress
- Manage program travel budget
- Manage and track program risks/issues and take corrective measures
- Coordinate projects and their interdependencies
- Manage resources across projects
- Manage program documentation
- Develop tools and standards for managing program
- Plan, track and report on program outputs and deliverables
- Set program quality control standards and track implementation
- Provide strategic overview and reporting on all programs to senior management
- Provide audits and health checks on projects and programs
- Ensure compliance with Company policies
- Interpret and explain plans and contract terms to administrative staff and customers.
- Provide guidance to employees by communicating expectations, procedures, complaints and problems.
- Ensure progress updates are communicated to all management levels to allocate and prioritize simultaneously to maintain complete program control.
- Foster collaborative development, production, and standardization of RC-135 fleet/enterprise airframe capabilities, ISR system, and programmatic processes.
- Independently organize and lead problem solving teams essential to meeting operational mission/capability needs.
- Ensure stakeholder views are understood and considered to develop and recommend program effective implementing actions.
- Actively facilitate participants' professional relationships, resolving challenges, ambiguous issues, and best interest solutions of all parties.
- Create effective relationships with concerned organizations having competing interests to facilitate overall RC-135 program success.
