Job Description
General Summary: The Executive Director of Behavioral Health Sheppard Pratt/Director of Behavioral Health University of Michigan Sparrow is responsible for the:
- Successful development, implementation, and maintenance of the behavioral health service line. They are also responsible for articulating the vision for behavioral health and the development of a comprehensive system of ambulatory, inpatient, emergency, and future behavioral health services that provide care across the continuum, respond to community needs, and elevate mental health as essential to overall patient well-being.
- Operational, administrative, financial, strategic, and clinical leadership of behavioral health services. This role will have overall responsibility for developing and meeting business plan strategies and objectives which includes program development; facility design; clinical effectiveness/outcomes and financial performance as it pertains to behavioral health.
- Consistency and quality of all behavioral health service delivery at all campuses of our affiliated health system.
This role will have oversight of the following services and centers, as well as any future behavioral health service expansions or joint ventures:
- Inpatient psychiatric units providing general adult, geriatric, child/adolescent, and co-occuring services.
- Emergency department & crisis services.
- Outpatient psychiatric services, including structured day treatment services (Intensive Outpatient and Partial Hospitalization programs).
- ECT, TMS, and Consult and Liaison services.
Responsibilities:
- Facilitate the implementation of key findings and recommendations from prior consulting engagements (as applicable).
- Set annual goals for the behavioral health service line in collaboration with our affiliated health system.
- In partnership with the Finance and Strategic Planning departments, develop strategic plans, business plans, and proformas to support behavioral health strategic initiatives.
- Develop specific tactical and operating plans necessary to implement all phases of the behavioral health business plan.
- Interface with the system planning department to ensure coordination with system goals.
- Update the service line business plan annually.
- Monitor, plan, and make necessary changes to remain competitive in the market.
- In conjunction with the Business Development department, coordinate and direct business strategy and plans for future growth and development of services.
- Identify and develop new business opportunities consistent with overall strategic objectives. Develop strategies to attract resources and generate independent financial support.
- Ensure behavioral health services and strategy align with current and anticipated market forces.
- Prioritize growth and expansion opportunities into new markets.
- Create brand awareness for our affiliated health system behavioral health programs and services.
- Provide research and support to marketing to ensure appropriate tactical directions and to provide follow-up analysis to evaluate the effectiveness of marketing strategies.
- Direct internal and external partnership discussions in support of service line initiatives.
- Perform all other duties under the contract, as delegated by the President of our affiliated health system.
Quality
- In partnership with clinical leadership, establish quality standards for behavioral health services and develop tools to monitor performance against standards.
- Assure adherence to relevant regulations of government and accreditation agencies.
- Lead and monitor quality improvement activities specific to the service line.
- Oversee processes impacting behavioral health service line outcomes.
- Direct development of service line management reports to monitor goals across the behavioral health service line.
Service
- Assure excellence in patient experience across all behavioral health settings.
- Direct the effective and efficient operation of all levels of services.
- Research and develop appropriate benchmarks for key aspects of programs and service delivery.
- Provide leadership to achieve national recognition for respective areas of accountability.
- Assure the consistency of care processes for behavioral health services.
- Interface with affiliated physician leaders and practice administrators to ensure continuity and integration of patient care across all practice sites.
Financial Performance
- Responsible for the development, implementation, and management of the annual budget including revenue and volume projections, labor and non-labor expenses, and capital expenditures.
- In partnership with the Payor Strategies department, support the negotiation of managed care contracts across the service line.
- Conduct comprehensive assessments and investigations for all matters affecting behavioral health, including but not limited to market share, competitor analysis, governmental regulations and policies, new technologies, socio-demographics, and provider staffing.
- Report service line activity on a predetermined basis.
- Include financial performance, patient satisfaction surveys, quality improvement standards, complaint resolution, and progress on goals.
People
- Recruit, lead, engage, and retain high-performing staff, including providers.
- Serve as the key administrative liaison with physicians and cultivate relationships with all physicians related to behavioral health.
- Serve as the key communicator for both internal and external audiences regarding developments, status updates, and key information related to behavioral health.
Community
- Meet the needs of the community through service line partnership with hospital, physician, and community leaders.
- Develop relationships with internal and external stakeholders, including government officials and community leaders at the regional, state, and national levels.
- Develop relationships with the community, donor community, Foundation Boards, and the Board of Trustees, as needed, including support for fundraising activity.
Development Services
- Oversee the launch and early implementation of the Development Services contract deliverables.
- Manage all aspects of contract execution including resource allocation, timelines, deliverables, and compliance with contractual scope.
- Coordinate with internal and external stakeholders (e.g., steering committee, Joint Operating Committee, facilities, and operational workgroups) to ensure alignment with partner system goals.
- Develop workplans that guide execution of early-stage development efforts.
Job Requirements
Work Experience |
. At least 10 years of management experience in health care or related field. Behavioral health background strongly preferred. . Demonstrated success in working with physicians to develop and operate clinical programs. |
Education |
. Master's Degree in business, finance, accounting, healthcare administration, or behavioral health discipline. |
