Purpose of Position:

The PSA Compliance Manager is responsible for managing the implementation and ongoing compliance with the U.S. Department of Health and Human Services (HHS) Interim Final Rule (IFR): Standards to Prevent, Detect, and Respond to Sexual Abuse and Sexual Harassment Involving Unaccompanied Alien Children (45 CFR Part 411). This role ensures adherence to ORR policies and procedures related to sexual abuse and harassment prevention while providing child-facing compliance services on-site. The PSA Manager monitors compliance, conducts audits, provides training, and supports quality assurance efforts to ensure youth safety, trauma-informed practices, and regulatory alignment in the Long Term Foster Care program.

Pay range: $33.80 - $42.38 per hour.

Requirements

Education/Experience Required

  • Bachelor's degree in behavioral sciences, human services, or social service fields; OR
  • Bachelor's degree in business administration or management AND at least 1 year of experience working with child welfare standards, best practices, quality assurance, or compliance.
  • Minimum of 1-3 years experience in quality improvement/quality assurance/compliance preferred.
  • Knowledge of ORR PSA regulations, Flores Settlement Agreement, and Interim Final Rule requirements preferred.
  • Experience with audits, compliance monitoring, and regulatory reporting in nonprofit or social services environments.
  • Experience with accreditation- The Joint Commission, Council of Accreditation, ORR, etc., preferred.

Computer/Office Skills Required

  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
  • Familiarity with an electronic health and/or data records system required; CareLogic preferred.
  • Understanding of data reporting and dashboard systems required. Experience with SSPS, Tableau, or Power BI preferred.

Physical Skills Required

  • Ability to navigate various facility environments, including office settings, residential areas, and alternative service delivery environments in the community.
  • Capacity to conduct site inspections and assess safety and quality assurance and improvement needs across different departments.

Clearances Required

  • Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) background checks.
  • Must possess and maintain a valid, unrestricted California driver's license and current vehicle insurance.

Description of Duties - Focusing on all programs, safety, and risk management:

  • Manage implementation and ongoing compliance with HHS IFR and ORR PSA standards within Long Term Foster Care.
  • Provide on-site, child-facing compliance support, ensuring that PSA protections are embedded in daily operations.
  • Maintain current knowledge of 45 CFR Part 411, Flores Settlement Act, Interim Final Rule, and all applicable PSA regulations.
  • Conduct regular audits of program practices, case files, and incident reports to verify compliance.
  • Monitor PSA incident reporting for accuracy, timeliness, and adherence to federal requirements.
  • Assist in policy and procedure updates to ensure compliance with new regulations.
  • Develop and deliver PSA-related training for staff, including trauma-informed care and abuse prevention best practices.
  • Track and document training completion for compliance audits and regulatory review.
  • Support program staff with ongoing education on PSA standards and compliance expectations.
  • Conduct compliance reviews, audits, and assessments specific to PSA requirements.
  • Collect and analyze PSA-related data, identifying compliance trends, risks, and areas for improvement.
  • Participate in root cause analysis (RCA) following PSA-related incidents and support corrective action planning.
  • Maintain complete documentation of PSA compliance activities, audits, and corrective measures.
  • Ensure compliance to laws, regulations, and contract and standards (e.g., HIPAA, The Joint Commission, Community Care Licensing, ORR, etc.) relevant to all departments.
  • Prepare compliance reports, audit summaries, and PSA-related findings for program leadership and ORR.
  • Collaborate with Quality Assurance, Foster Care, and Clinical teams to close compliance gaps.
  • Serve as a PSA compliance liaison during audits, inspections, and site visits.
  • All other duties as assigned.
