The Systems Management Supervisor is responsible for managing and maintaining the information systems used by the Community Corrections Department, assuring that the systems are accessible, and the data and reports from them are accurate. This position oversees staff providing office support, IT and program analysis. Serves as a senior consultant to Community Corrections senior management team for the improvement of outcomes and service delivery, special initiatives and in supplying data analytics for their use. Works with internal and external partners including the Community Services Division, Information Technology, other counties, and state and federal government agencies.

This position works traditional hours and will be onsite daily until the selected applicant is fully trained. After training the position will be hybrid, allowing some telework at the discretion of the supervisor.

This position performs highly responsible duties managing assigned operations and personnel of the Human Resources Department to include the planning, development, and implementation of employee compensation and job classification programs. Directs staff in the planning, development, and implementation of new or revised programs, policies, and procedures to be responsive to County goals and competitive practices.

Minimum Qualifications

  • Bachelor's degree in criminal justice, public/business administration or related human services field and minimal four years of data system experience, program evaluation, project management or supervisory experience with progressive levels of responsibility.
  • Or, an equivalent combination of education and experience to equal 8 years.
PREFERRED EXPERIENCE BEYOND MINIMUM QUALIFICATIONS:
  • Supervisory experience.
  • Experience working with budgets, outcomes, and exception analysis.
  • Experience in statistical analysis and research.
  • Experience working with CSTS data system.

Duties & Responsibilities

  1. Plan, design and maintain quality assurance of the department's computer data systems.
  2. Document applications and direct development of work procedures.
  3. Identify and access data and data sources that are relevant to program/practice/policy interpretation.
  4. Demonstrate knowledge of research, statistical methods and data collection techniques and tools.
  5. Interpret findings through effective integration of subject matter, stakeholder and organizational knowledge.
  6. Compose original correspondence and complex monthly and year-end reports; compile supporting material and narrate data interpretations.
  7. Consult with county, state and federal staff to determine information needs. Serve in a lead role by providing analysis, feedback and direction in design and development of information systems.
  8. Prepare or coordinate the completion of various state and federal reports.
  9. Plan, develop and implement office management and department programs and policies that escalate to Division Head/County Administrator or County Board approval.
  10. Supervise office support and IT program analyst staff, to include prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained, ensuring that employees follow policies and procedures, maintaining a healthy and safe working environment, and making hiring, termination and disciplinary recommendations.
  11. Responsible for developing and managing program budget, advising department and division management of in-depth budgetary considerations/decisions.
  12. Manage projects and procedures relating to facilities management, space planning, risk management, information technology, telecommunications, records management, and support services.
  13. Represent the department or County with other departments and outside agencies regarding program/office procedures and ensuring support for departmental objectives and county-wide issues.

Knowledge, Skills & Abilities and Work Environment

  • Extensive knowledge of database maintenance.
  • Knowledge of the theories, principles and techniques of research, data analytics, and evaluation.
  • Knowledge of field work techniques and qualitative program evaluation.
  • Ability to analyze, design, code, test and document information systems.
  • Demonstrated ability to prepare instructional materials for staff and conduct training sessions.
  • Ability to communicate or ally and in writing in a clear and concise manner.
  • Considerable organizational ability; ability to effectively manage time and meet timelines.
  • Ability to work with minimal supervision. Ability to use good judgment and make decisions.
  • Ability to train, coach and supervise subordinates.

WORK ENVIRONMENT: The work is sedentary and requires no special physical demands. The work involves minimal risks and observance of safety precautions typical of office settings. The work is typically performed in an adequately lighted and climate-controlled office. Requires occasional travel.
