Job Description - Integrated System Planner Senior or Lead
Position Description The Department is responsible for providing the vision and leadership for the development of the Company's Integrated System Plans (ISP). This includes refined assessments of system needs, the development of inputs and assumptions, complex scenario planning, and alignment between internal company stakeholders. Long-range system planning supports TEP, UNSE, and UNSG company goals and includes coordination between plans for utility-scale resources, the transmission system, the distribution system, customer energy programs, and the impacts of participation in regional markets. The Integrated System Planner will document and track assumptions and analysis across each of these system components, validate the analysis, and synthesize the analysis into actionable plans. The Planner aligns the power system planning groups to identify and address gaps in technical assumptions, engages with internal and external stakeholders, and presents updates and recommendations to executive management. Position-Related Responsibilities Integrated System Planner - Senior:
- This position differs from the Integrated System Planner by performing tasks at a proficient, accomplished level and handling the more difficult, technical, complex or irregular tasks or planning projects. Individuals in Senior position typically assist in setting priorities for work and are expected to use sound business judgment to solve problems and proactively develop and plan for future ISP needs.
- In addition to performing the responsibilities of Integrated System Planner I, an employee in the Senior level:
- Builds and maintains productive internal and external relationships and crafts strategy for engagement with key stakeholders, including the RPAC.
- Manages public-facing stakeholder engagement forums on integrated planning; develops meeting content, outreach strategy, event coordination, review and publication of meeting materials, and coordinates with Corporate Communications on overarching communication strategy.
- Actively participate in corporate and stakeholder meetings, public workshops and regulatory proceedings related to the topics and Department responsibilities above.
- Develops and implements standard operating methods and procedures for ISP work.
- Solves complex problems and/or leads complex ISP discussions, negotiations, and relationship development for which well-defined practices and procedures may not exist.
- Demonstrates high proficiency in long-term system planning supports TEP, UNSE, and UNSG company goals.
- Coordinates between plans for utility-scale resources, the transmission system, the distribution system, customer energy programs, and the impacts of participation in regional markets to address ISP needs.
Integrated System Planner - Lead:
- In addition to performing the responsibilities of Integrated System Planner Senior, the Lead:
- Demonstrates advanced knowledge and experience as outlined in the Integrated System Planner responsibilities with a proven track record for success.
- Works independently.
- Exercises sound business judgement to resolve problems and determine appropriate action. Provides recommendations regarding problems/issues outside the bounds of defined procedures and practices.
- Functions as an ISP subject matter expert.
- Assists in the development, review, and implementation of various corporate policies.
- Provides ISP related training to the Company.
- Provides project leadership and expertise in support of the ISP work to ensure optimum reliability, efficiency and application fit to the overall organizational vision and mission.
- Assists in the review and distribution of the department workload and review of personnel performance.
- Furthers department goals and initiative to ensure success.
Knowledge, Skills & Abilities (Equivalent combination of education and experience will be considered.)
Senior Minimum Qualifications:
- Minimum requirements of Planner plus:
- Bachelor's degree in Engineering, Business, Economics or related field and four (4) years of relevant experience, or equivalent combination of education and experience. Utility planning experience.
- Solid technical writing skills and ability to portray complex issues and technical results to audiences of various backgrounds.
- Ability to work effectively and cooperatively with individuals within and outside the Resource Planning department, including consultants and members of the public.
- Strong organizational, analytical, and time management skills, as well as problem-solving abilities.
- Experience developing and applying 1) sophisticated spreadsheet models for financial or other data analysis, or 2) simulation models used for analyzing the bulk electric system.
- Advanced level using Microsoft Suite - Outlook, Excel, Word
Preferred Qualifications:
- Experience in leading and aligning teams to achieve consensus and on-time deliverables.
- Knowledge of current system planning challenges and impacts of local and national public policy.
Lead Minimum Qualifications:
- Minimum requirements of Senior plus:
- Bachelor's degree in Engineering, Business, Economics or related field and eight (8) years of relevant experience. Utility planning experience required , or equivalent combination of education and experience.
- Strong project management abilities, including the ability to prioritize and meet deadlines, with emphasis on accuracy and attention to detail.
- Ability to manage competing demands while being extremely adaptable and flexible; must be organized and able to multi-task in a busy environment.
- Experience in leading and aligning teams to achieve consensus and on-time deliverables.
- Knowledge of current system planning challenges and impacts of local and national public policy.
Preferred Qualifications:
- Master's degree in Engineering, Business, Economics or related field.
- Exceptional analytical and communication skills, and experience authoring documentation for non-technical audiences.
- Expert knowledge of power market trends, transmission and distribution interconnection processes, or customer-sited generation or micro-grids.
