As the Commercial Parking Business Manager, you will manage multi-million dollar revenue producing parking contracts.

Commercial Parking Business Manager

Serves in the Office of Revenue at the Headquarters Office Building.

Together with the subordinate Commercial Parking Business Specialist, manages all parking contracts across the Airports Authority for both airports. Responsible for profit/loss management, program integration and implementation across both airports, and customer experience. Administers complex, multi-million dollar revenue producing parking contracts and supporting systems. Serves as, or manages, the Contracting Officer's Technical Representative (COTR) for parking contracts and parking technology contracts. Performs related functions.

GENERAL RESPONSIBILITIES

Manages all parking contracts across the Airports Authority for both airports.

Responsible for profit/loss management across both airports, including developing annual parking budget, monitoring adherence to budget, and adjusting as necessary.

Analyzes and advises on contracts financial impact relating to parking strategy, new products, promotions, parking systems, and processes.

Serves as, or manages, the Contracting Officer's Technical Representative (COTR) for parking contracts and parking technology contracts.

In conjunction with the Commercial Parking Products Director, develops Key Performance Indicators (KPI) for parking targets.

Oversees financial management of contracts and contractor adherence to KPIs.

Reviews and reports on contractor performance, including KPIs, resolutions of customer issues, and impact of pricing and product initiatives.

Ensures customer experience meets expectations through monitoring of all operational aspects of parking.

Acts as primary decision maker for real-time customer, operational, and system issues.

Provides oversight of parking technology [PARCS and Online Booking System (OBS)], functionality and performance in conjunction with the Office of Technology.

Ensures roll out of new parking products and promotions is supported by the parking technology (PARCS, OBS) contractors and operational staff (administration, customer service, signage).

Oversees staff activities and operations of contractors for public parking and associated support systems.

Oversees parking contracts including the competitive solicitation process to maximize revenues for the Airports Authority.

Analyzes and evaluates external parking business trends. Keeps abreast of developments and best practices in airport parking contract management and industry.

Oversees development and maintains systems to evaluate and monitor contracts and contractor operating and financial performance.

Reports regularly to the Chief Revenue Officer, Contracting Officer, Vice President and Airport Manager, and other executives.

Performs other duties as assigned.

QUALIFICATIONS

Seven years of progressively responsible experience in contract management, with emphasis on managing parking contracts.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Knowledge of and ability to apply business and industry best practices to developing strategic plans for, negotiating, and executing and implementing commercial parking contracts.

Skill in reviewing or preparing contractual language and documents, budget reports, financial analyses, and profit/loss statements.

Knowledge of and skill in performing business management/planning, process analysis, business intelligence, and analytical methods and techniques.

Ability to make detailed analyses of data and information and make senior management and executive level recommendations.

Ability to speak and write effectively, with emphasis on negotiation and persuasive techniques.

Skill in using a computer and office suite software, with emphasis on database and spreadsheet software.

PREFERRED QUALIFICATIONS

Experience with contracts management at an airport.

EDUCATION

A Bachelor's Degree in Business Administration, Finance, or related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

A background security investigation will be required for all new hires.
