Overview

Manhattan Electric is seeking to recruit a highly motivated candidate who demonstrates a strong Commitment to Excellence and understands the vital importance of personal accountability. The Specialist position will encompass Contractor Oversight through Field Safety Inspections of contractors performing work for all Electric Operations and Construction disciplines. The Specialist will ensure that contracted work adheres to established contracts, company standards, safety regulations and Specifications, with a strong focus on verifying the accuracy of payments. This will be achieved through regular site visits, detailed inspections, and the strict enforcement of safety protocols to protect both company/contractor personnel and company assets. The Specialist role is crucial in confirming that all work is thoroughly documented and accurately billed in line with contract terms. The Specialist will serve as a liaison between contractors and the company, facilitating clear communication and timely issue resolution maintaining direct lines of communication with appropriate company organizations to ensure work performed is completed safely, consistently with environmental regulations and payments are accurately processed.

Responsibilities

Core Responsibilities
  • Effective contractor oversight involves monitoring performance for compliance with contract terms and company policies, conducting regular site visits to assess work quality and adherence to timelines, reviewing and approving work plans and safety procedures, and addressing non-compliance issues by collaborating with contractors to implement corrective actions.
  • Conducting safety inspections on contractor-operated job sites involves ensuring compliance with company safety, health, and environmental standards; identifying and mitigating potential hazards; performing audits and reporting findings to management; and providing necessary safety training and guidance to contractors.
  • Ensuring accurate contractor payments involves verifying invoice accuracy against completed work standards, reviewing supporting documentation for consistency with contract terms, collaborating with the finance department for timely processing, resolving billing discrepancies promptly, and maintaining proper documentation of service contract usage within the region using Oracle software.
  • Maintaining accurate records of inspections, contractor performance, safety violations, and corrective actions, preparing detailed reports for internal review, participating in regular management meetings to discuss contractor oversight, safety performance, and payment accuracy are essential components of effective contractor management.
  • Serving as the primary liaison between the company and contractors, the role encompasses facilitating clear communication regarding project requirements, safety protocols, and performance expectations; addressing issues related to safety, performance, and payments; and assisting in resolving disputes or misunderstandings between contractors and company personnel.
  • Identifying opportunities to enhance contractor oversight, safety practices, and payment verification methods involves staying current with industry best practices, safety regulations, and new technologies to improve job site safety, contractor performance, and payment accuracy, and recommending and implementing changes to boost efficiency and project outcomes.
  • Coordinates contractor responsibilities during storm restoration or during periods of electric system emergencies, including contractor staffing, processing and input of information and providing statistical data.
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • High School Diploma/GED and at least 5 years relevant work experience or
  • Associate's Degree and at least 4 years relevant work experience or
  • Bachelor's Degree and at least 2 years relevant work experience

Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Ability to conduct field inspections in various weather conditions, including construction sites and utility installations.
  • Candidate must be available to report in-person during company emergencies/ICS (Incident Command System) events by performing a System Emergency Assignment. This includes traveling to company locations as necessary to support restoration efforts on morning/night 12 hour shifts. This requirement ensures operational effectiveness and continuity, particularly in response to critical events where in-person coordination is necessary.
  • Must work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • This position requires five in office traveling into the field; standard shift hours are Monday through Friday, from 7:00am to 3:30pm.
