POSITION SUMMARY: Position is responsible for the preparation, review and administration of contracts and procurements relating to Construction and/or Capital projects. Protect and promote the interest of Johns Hopkins Hospital and Health System in all matters.
- COMPETENCIES:
Education: Bachelor's degree in business or a construction related area.Experience beyond the work experience requirement may be substituted for the degree on a two (2) years of experience in Contract Administration, Construction Administration, Project Management or a related field (as deemed appropriate by Director FD&C) for one (1) year of education basis .i.e. 8 years. - Knowledge of theories, principles and concepts typically acquired through a Bachelor's degree in contract
administration, project administration, project management or related field. Basic understanding of contract terms and conditions and their integration into the procurement process and related documentation. This understanding should include contract vehicles and their usage (e.g. Time and materials, lump sum, CM-at risk, etc.). - Basic understanding of construction industry bidding and procurement processes.
Basic understanding of design, engineering and construction industries practices and related procurement processes.
Knowledge of computer applications such as Windows, Outlook, word processing (e.g. Word), Excel, etc. Basic understanding of scheduling and project management computer applications, including but not limited to Microsoft Project and Constructware, or industry equivalents. DIMENSIONS:
- Authority / Decision-Making: Responsible for all phases of contract administration from request for proposal preparation through contract
closeout. This includes preparing consulting, construction, architectural and engineering contracts as necessary for capital projects.
Coordinates project management staff during project procurement activities Prepare bid packages, including ensuring that all Departmental and JHHS procurement policies are adhered to, as well as organizing and presiding over pre-bid meetings, bid openings and post-bid meetings. Proofread and/or review documents. Participate in policy and procedure development. Consults with Project Managers and other internal stakeholders on project procurement and contract requirements. Work with JHHS legal department to prepare contracts as necessary.
- Skills: Requires the analytical skills to collect information from diverse sources, apply professional principles in performing
various analyses, and summarize the information and data in order to solve problems. Advanced interpersonal/communication skills in order to represent JHHS in all matters. Must be able to communicate effectively with all levels of staff. Ability to maintain confidentiality. Basic understanding of key risk areas related to construction and design contracting and an ability to account for such risks in related procurement documentation. - Required Licensure, Certification,
etc. Valid Driver's License
- Work Experience: Three (3) years of experience supporting and/or coordinating procurement efforts in the fields of
design/construction, planning, engineering, management and/or other industries
Salary Range: Minimum 23.96/hour - Maximum 39.57/hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility. In cases where the range is displayed as a $0 amount, salary discussions will occur during candidate screening calls, before any subsequent compensation discussion is held between the candidate and any hiring authority.
