Network Operations Lead

Job Purpose:

The Network Operations Lead supports the Navy Enterprise Voice and Video System, providing critical leadership for a 24x7 Network Operations Center (NOC). This role ensures optimal performance of VoIP and video systems across the Hawaiian Islands. The Lead is responsible for managing and mentoring the NOC team, ensuring high service availability, and enforcing security and training standards.


Responsibilities

  • Serve as the central point of contact for all contract matters related to daily NOC operations.
  • Supervise and balance workload across an integrated support team operating 24x7.
  • Provide direct oversight for Tier 1 and Tier 2 support activities, incident resolution, and service restorations.
  • Monitor voice/video services including Avaya VoIP and Cisco infrastructure, ensuring fault detection and resolution using Government-furnished tools.
  • Ensure all NOC personnel are trained and certified per Cyber Workforce (CWF) Code 441 standards.
  • Oversee incident ticketing, escalation procedures, and ensure adherence to defined response timelines.
  • Provide accurate, timely reporting and updates for Priority I/II/III events and participate in situational awareness communications.
  • Manage continuity of operations at the Alternate NOC (ANOC) in Pearl Harbor when required.
  • Coordinate with government and vendor teams to restore services and resolve complex issues.
  • Maintain documentation, SOPs, and training records.
  • Conduct regular reviews and submit required reports (e.g., NOC Monthly Summary, SOP reviews, ANOC drill summaries).
  • Other duties as assigned.


Education and Experience:

  • U.S. Citizen with an active SECRET clearance.
  • Minimum 5 years of experience as an IT operations lead/manager in telecommunications.
  • Avaya VoIP certification or equivalent VoIP network management certification (or documented experience).
  • Must meet DoD 8140.03 requirements for Network Operations Specialist (CWF Code 441) at the Intermediate level, including relevant certifications like Network+, CCNA, or Avaya VoIP.
  • Proficiency in monitoring and troubleshooting VoIP networks (Avaya, Cisco), session border controllers (SBCs), switches, and routers.
  • Strong understanding of NOC operations, incident management workflows, and performance metrics.
  • Excellent leadership, coordination, and communication skills.
