The Senior FMS Program Analyst will provide Foreign Military Sales (FMS) programmatic and technical coordination support to the PMA-207 Kuwait Engineering Team. This role focuses on managing and synchronizing engineering-related FMS activities, ensuring successful sustainment, modernization, and delivery of aviation capabilities to the Kuwait Ministry of Defense. The analyst will support technical planning, case execution, and stakeholder coordination across PMA-207's engineering and program management functions.


Duties:



  • Act as the primary program analyst interface between the PMA-207 Kuwait Engineering Team and internal/external stakeholders, including NAVAIR competencies, OEMs, and Kuwait representatives.
  • Support planning, coordination, and execution of engineering tasks under active FMS cases, with an emphasis on schedule, cost, and performance integration.
  • Track engineering deliverables, Technical Directives, Engineering Change Proposals (ECPs), configuration changes, and airworthiness efforts related to Kuwait's FMS platforms.
  • Analyze and report on technical and programmatic risks, mitigation strategies, and performance metrics relevant to Kuwait aviation sustainment and modernization.
  • Develop and maintain integrated master schedules, case execution documents, milestone plans, and briefs in coordination with engineering leads.
  • Support the preparation, coordination, and review of program documentation, including Statements of Work (SOWs), Cost and Technical Reports, and Configuration Status Accounting.
  • Assist in managing case funds (FMS case financials) tied to engineering efforts, ensuring obligation and expenditure plans align with execution timelines.
  • Participate in and support Technical Interchange Meetings (TIMs), Integrated Product Teams (IPTs), Program Management Reviews (PMRs), and in-country meetings with Kuwaiti officials.
  • Ensure compliance with DoD FMS policies, NAVAIR procedures, and International Traffic in Arms Regulations (ITAR).
  • Maintain awareness of evolving program priorities, capability gaps, and customer requirements related to Kuwaiti aviation systems.


Required Experience:



  • Minimum of 12 years of experience in defense acquisition, program management, or FMS support.
  • Strong understanding of NAVAIR acquisition processes, FMS case lifecycle management, and U.S. Navy aviation programs.
  • Experience working with engineering teams on sustainment or modification efforts.
  • Demonstrated ability to manage complex projects and coordinate across functional disciplines.
  • Proficiency with Microsoft Office Suite and integrated program management tools (e.g., MS Project, CMPro, Power BI).
  • Excellent communication, briefing, and stakeholder engagement skills.
  • Ability to travel domestically and internationally, including periodic travel to Kuwait.


Required Education:



  • Bachelor's degree in business, engineering, or a related field.


Desired Qualifications:



  • Master's degree in a related field.
  • Experience supporting PMA-207 or related PEO(A)/NAVAIR program offices.
  • Familiarity with Kuwait's defense procurement environment or previous work with the Kuwait Air Force.
  • DAWIA Level II/III or equivalent in Program Management or Business - Financial Management.
  • Working knowledge of Navy ERP, MISIL, and FMS case management systems.


Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $86,190.40-$120,000.57 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
