POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Alutiiq Operations Services, LLC has an exciting opportunity for a Deputy Chief of Operations supporting Tinker Air Force Base located in Oklahoma City, OK. The Deputy Chief of Operations is responsible, along with the Operations Manager, for the supervision, administration, execution, and oversight of the Civil Engineering (CE) Services contract for facilities/infrastructure operations and maintenance (O&M) programs. Provides leadership and technical and professional direction and guidance to an in-house workforce through supervisors responsible for O&M functions in the areas of service call; work request management; work order allocation; self-help support services; facility maintenance and repair; infrastructure maintenance and repair; central plant operations and maintenance; pest management; maintenance engineering services; and the recurring work program. Oversees and enforces performance executed through subcontracted services. Guides supervisors in work prioritization, implementing cost effective measures to work execution and in making decisions regarding work quality. Develops and implements processes, procedures and initiatives to effectively and successfully execute O&M contract requirements, monitor progress, enhance performance, and address and resolve performance deficiencies. Applies leadership principles to promote employee development, creative thinking, empowerment, and open communication.



  • Perform specific duties and responsibilities supporting in-house work plans, operations efficiencies, and assignment of work and ensuring that all contractual metrics are being met.
  • Provides efficient, effective and timely work prioritization to meet work deliverable timelines.
  • Provides expertise related to Air Force (AF) Civil Engineering organization work requirements, familiar with PAD 12-03 military structure and AFCEC Playbooks for work execution.
  • Consult and coordinate with other contractors providing design projects to ensure maintainability, ESPC contractor coordination for energy savings initiatives, OG&E for electrical distribution related issues and the ongoing privatization of the water and sanitary system
  • Must be able to identify common site architectural, civil, mechanical, electrical, and fire protection/detection system components, understand basics of how they function/operate, and have experience planning or performing maintenance, improvements, or repairs.
  • Must possess general building code and life safety knowledge to provide assessment services
  • Must have knowledge of preventive maintenance and reliability centered maintenance principles and processes
  • Oversees and monitors O&M related subcontracted services. Ensures services are performed in conformance with subcontract requirements.
  • Establishes and administers local operating policies and procedures consistent with various TAFB CE and corporate policies, procedures, standards, requirements, and expectations. Develops and implements SOPs relating to O&M responsibilities.
  • Ensures compliance with existing Union Collective Bargaining Agreements in the execution of contract requirements.
  • Actively participates and supports Health, Safety, and Environmental requirements/issues to ensure compliance with regulatory requirements and obligations specific to the contract.
  • Performs minor physical activities including lifting, climbing in and around equipment, crawling, and working outdoors.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • The Deputy Operations Manager shall have a bachelor's degree in Mechanical, Structural, Civil or Electrical engineering from a program certified by the Accreditation Board for Engineering and Technology (ABET) OR five (5) years' experience in the CE Operations Chief role at an Air Force Base or Chief of Operations at a BOS Contract at an AF installation or Deputy role for either
  • Shall have experience relating to facility assessments and Real Property Inventory Equipment (RPIE) condition assessments and understanding of BUILDER.
  • Must be able to obtain and maintain a Secret-level DoD security clearance.
  • Knowledge and first hand use of TRIRIGA.
  • Proven experience leading, managing, and directing a large (greater than 150 personnel) multi-specialized workforce (Electricians. Plumbers, HVAC, Equipment Operators, etc.).
  • Experience showing excellent written and oral communication skills to express ideas and ability to communicate at all levels in a diverse organization.
  • Must possess strong computer skills, including, but not limited to Microsoft Office products.
  • Must have excellent organizational and time management skills.
  • Must be capable of working with customers and company employees in a courteous, professional, and effective manner.
  • Must have experience working with unionized labor.
  • Must have and maintain a valid US driver's license.
  • Other duties as directed by the Program Manager.


Preferred Qualifications and Experience:



  • Preferred Reliability Centered Engineer Certification or be a Certified Maintenance Reliability Professional.
  • Retired or Separating Officer from the Civil Engineering Career Field 32EXX.
