Brookhaven National Laboratory (BNL) is the building site for the Electron-Ion Collider (EIC), a one-of-a-kind nuclear physics research facility. The EIC will be a discovery machine for unlocking the secrets of the "glue" that binds the building blocks of visible matter in the universe. The machine design is based on the existing and highly optimized RHIC Ion-Ion collider. It will consist of two intersecting accelerators, one producing an intense beam of electrons, the other a beam of protons or heavier atomic nuclei which are steered into collisions. Beyond sparking scientific discoveries in a new frontier of fundamental physics, the Electron-Ion Collider will trigger technological breakthroughs that have broad-ranging impact on human health and national challenges.

Position Description

The Electron-Ion Collider (EIC) seeks a Deputy Division Director, Technical Systems. In this role, you will report to the Division Director for Technical Systems, EIC. The Technical Systems Division (TSD) is responsible for the engineering, design, procurement, fabrication, assembly, installation, and testing of particle accelerator and storage ring components and systems. The division director and deputy supervise and provide direction for the Engineering Group Leaders of the Radio Frequency Cavity (RF), Controls, Instrumentation, Mechanical, Magnet, Electrical, and Vacuum Groups within the EIC Technical Systems Division.

Essential Duties and Responsibilities:

  • Provide leadership and oversight to the RF, Controls, Instrumentation, Mechanical, Magnet, Electrical, Vacuum, and Design Groups for both electron and hadron beam accelerator and storage systems.
  • Develop and maintain the Technical Systems organization and infrastructure to provide engineering, design, and technical support services for the EIC project.
  • Support the development of accelerator system scope, system design, execution plans, cost, and schedule.
  • Collaborate with the Project Managers to develop and maintain the technical baseline while generating performance metrics, evaluating earned value, and conducting variance analyses to guide project execution.
  • Ensure technical systems support the delivery of EIC Project Level 3 WBS systems and components. Ensure achievement of overall system performance goals under the assigned scope of work.
  • Support the safe execution of the TSD scope within the budget and schedule.
  • Support systems risk management within the TSD scope and work with the Technical Systems Division Director to implement all technical, cost, and schedule changes.
  • Support BNL procurement and TSD teams with the creation of SOWs, Technical Specifications, contracts and service agreements to ensure critical procurements are executed on schedule.
  • Conduct market research to identify and evaluate viable new sources of material, components, systems and services
  • Start and manage critical small projects until permanent resources are assigned.
  • Ensure direct supervisors and their indirect teams have the necessary qualifications, skills, experience, and resources to deliver the assigned scope and carry out all work safely and professionally.
  • Guide and develop staff with high standards for quality of work and to meet the anticipated workload requirements.
  • Translate complex technical discussions into executive level summaries for leadership consumption.
  • Advise and oversee the development and execution of technical and DOE reviews by TSD staff.
  • Maintain and ensure required compliance processes are effectively applied to daily work and collaborate with lab representatives to integrate new compliance standards.
  • Ensure the application of value engineering principles.
  • Maintain an environment conducive to openness, collaboration, and respect for all.

Required Knowledge, Skills and Abilities

  • Bachelor's degree in Engineering, Physics or a related discipline.

  • 10+ years of relevant technical experience, including a minimum of 6 years' management/ leadership experience.

  • Experience within scientific, aerospace, defense, or manufacturing environment.

  • Experience in management, design, procurement, fabrication, installation, commissioning, and maintenance of particle accelerator systems or other similar large scientific projects.

  • Experience with the management, oversight, and coordination of a variety of scientific, engineering, and technical staff for design, fabrication, assembly, testing, and installation of complex systems and equipment.

  • Experience as a supervisor including hiring, mentoring and performance management.

  • Excellent writing, verbal and presentation skills, and proficiency with MS Office and MS Excel.

Preferred Knowledge, Skills, and Abilities

  • Advanced degree in Engineering, Physics or a related discipline.

  • Experience with particle accelerator or scientific equipment assembly and installation.

  • Experience working with scientists, engineers, and technicians to overcome complex and diverse technical challenges and install systems and components which perform as expected.

  • Experience in the engineering or scientific development of RF, Controls, Beam Instrumentation, Mechanical, Magnet, and Electrical components, and/or Vacuum systems.

  • Project management experience, PMP certification, and/or formal training.

Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. The full salary range for this position is $179050 - $297200 / year. Salary offers will be commensurate with the final candidate's qualification, education and experience and considered with the internal peer group.
