Job Summary

Under the direction of the Director of Human Resources, and guidance of the Senior Academic and Staff HR Analyst, function as Academic and Staff HR analyst for the Offices of the Chancellor and Provost (OCP) organization, consisting of 42 units. The Academic and Staff HR Analyst provides guidance for complex academic personnel activities, often of a confidential nature, for units reporting to the Offices of the Chancellor and Provost (OCP); and provide regular support and analysis for staff personnel matters and recruitments. Provides analytical support for academic actions to academics and unit staff members within OCP. Administer a full scope of academic actions and provide guidance and policy interpretation, and make recommendations on academic matters such as recruitment, appointment, advancement and leaves. In coordination with the Senior Academic and Staff Analyst, understand and manage the academic recruitment process including reviewing and analyzing search plans and recruitment reports using the online RECRUIT system. Review and implement academic salary programs and coordinates advancement review processes for academic appointees within OCP. In coordination with the Director of Human Resources, provides analysis, consultation, advice, and planning in support of HR business processes, policies and practices, organizational and resource needs, and special projects that are highly sensitive and critical to campus initiatives. Provide HR advice and direct support to OCP units in their effort to meet the overall campus mission. Supports HR process analysis efforts for OCP to advance organizational effectiveness by streamlining and standardizing processes while fostering an environment of continuous process improvement. Provides organizational analysis support, consultation, and advice to units.

Qualifications

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Experience to effectively interpret policies and communicate to faculty and staff.
  • Experience maintaining confidentially, exercising discretion, use of independent and mature judgment, and handling sensitive information and difficult situations.
  • Knowledge of academic personnel administration, including knowledge of academic recruitment policies and processes, merit review, and promotion policies for academic appointees.
  • Ability to collaborate effectively within a team and constituents. Experience adapting to changing priorities and foster a collaborative work environment under tight deadlines.
  • Organizational skills and time management to coordinate large volumes of work, establish goals and workload priorities, and to manage projects with competing deadlines under minimum of supervision.
  • Critical thinking and applied problem-solving skills to research and analyze complex policy and/or problems related to academic personnel in an objective manner.
  • Writing, editing and proofreading skills to draft informational materials for clear, concise dissemination. Skills to edit copy for grammar, spelling and punctuation with attention to detail. Skills to communicate effectively in writing as appropriate for the needs of the audience.

Preferred Qualifications

  • SHRM or HRCI certification.
  • Experience coordinating staff recruitment and onboarding/offboarding practices for employees.
  • Experience using MIV, UC Outside Activities Tracking, Cognos, Handshake, UC Recruit and AggieService.
  • Experience administering academic personnel actions for Unit 18 lecturers.
  • Skill to assess systems and procedures, support process improvements, and use Excel for data tracking, reporting, and decision-making support.
  • Familiarity with or ability to learn personnel regulations governing Academic Senate, Academic Federation and graduate student titles.

Department Overview

The Offices of the Chancellor and Provost (OCP) has overall responsibility for the leadership, management and administration of the campus with 42 divergent reporting units, 12 senior level campus administrators, and approximately 1200 professional staff and student employees. Reporting units include, but not limited to, the following: Office of the Chancellor, Office of the Provost, Office of the Vice Provost-Global Affairs, Office of the Vice Provost-Undergraduate Education, Office of Academic Affairs, Campus Counsel, Compliance , Grand Challenges, Ombuds Office, Dialogue and Deliberation, Academic Senate, Campus Community Relations, Ceremonies and Special Events, Chancellor Emeritus, Government and Community Relations, Audit and Management Advisory Services, Mondavi Center, NAGPRA, Manetti Shrem Museum, Strategic Communications, Systemwide COSMOS, and Center for Advocacy Resources and Education, Undergraduate Admissions, Financial Aid & Scholarship, Enrollment Management & Analytics, and UC Center Sacramento. This position is part of the OCP HR team providing regular advice and consultation to the organization's executives, whose scope of responsibility extend beyond campus affairs to include systemwide, state, and federal relationships. Manages highly sensitive, high profile HR actions and matters related to critical campus initiatives. Position requires consistent understanding and application of all relevant policies and procedures, and the ability to gather complex information and distill into a concise analysis with clear recommendations that consider potential campus and systemwide impact of actions and efforts to reduce liability and risk. Provides comparative and statistical data used workload analysis and campus plans for response to potential job actions. The Academic and Staff HR Analyst will be responsible for initiating and coordinating academic personnel actions across the OCP organization for faculty administrators, non-senate faculty, post docs, academic coordinators and administrators, graduate student researchers, teaching assistants, and other academic titles in support of the organization's strategic goals and expanding initiatives.

Work Environment
