The Human Resources Manager will manage a team of Human Resources professionals and ensure Human Resources support for the GHRA locations. The Human Resources Manager works closely under the direct supervision of the Director of Human Resources and the overall direction of the Vice President of Human Resources. This in-person position is based in the GHRA office.

Guides and manages the overall provision of Human Resources services, policies, and programs for the GHRA/VA Beach area. Advises organization management on Human Resources issues. Specifically, to include the following:



  • Directly manages the Human Resources Generalists regarding employee relations, leave of absences, benefit questions, disciplinary concerns, enforcement of policies, procedures, and practices, etc.
  • Directly manages Human Resources Assistant(s) regarding the administrative needs of the Human Resources Department. This includes ensuring phone coverage, front desk coverage and filing of employee documentation.
  • In coordination with the Director of Human Resources leads internal investigations.
  • Represents the Company at unemployment hearings and EEO investigations.
  • Refers to the Collective Bargaining Agreements (CBA) and is a knowledge resource during CBA employee related concerns and CBA reviews.
  • Consults with Managers and applies company policy and procedure to ensure the appropriate level of disciplinary action is taken.
  • Responsible for reviewing and ensuring employee disciplinary and separation notices and related documentation, is accurate and consistent.
  • Partners with Contract Operations, WorkForce Development, and Rehabilitation Departments when disciplinary or behavior issues occur with employees to ensure that corrective actions are in alignment with the organization's mission.
  • Performs routine site visits to promote positive employee relations and identify areas of improvement.
  • Ensures compliance with federal, state, and local legal requirements and corporate policy and procedures.
  • Responsible for development of the HR team and evaluating performance.
  • Works collaboratively with the Greater Washington region Human Resources team and the Vice President of Corporate Communications regarding successful human resource events and/or activities; aids in the positive development of corporate culture and branding for the organization.
  • Coordinates with a corporate benefits administrator to escalate complex benefits issues.
  • In coordination with the Benefit Manager assists directly with Open Enrollment.
  • Coordinate with Training Department on any training and development initiatives for employees.
  • Set agendas, hold meetings and present training sessions.
  • Ensure employees receive requisite trainings that meet Didlake's requirements.
  • Generates SOPs, and other documents required by the Human Resource Department as well as by Didlake Departments. Provides leadership to staff by fostering teamwork while balancing team and individual responsibilities; gives feedback to nurture a positive team spirit and quality performance and models dependability, hard work, strong business ethics, and professional personal appearance.
  • Fosters an atmosphere that promotes Human Rights for all and ensures training, incident reporting, and awareness of responsibilities of all personnel regarding Human Rights matters.
