About the Position

Under general supervision, the Engineer Associate performs a variety of complex technical engineering duties of considerable difficulty related to project and construction management of roadway, maintenance, and pavement preservative projects. This work is characterized by independently performing the full scope of project and construction management, with full responsibility for any combination of design, estimating, planning, specifications writing, plan review, and inspection necessary for project completion.

We Require

  • Bachelor's degree in engineering (Civil, Structural, Chemical, Environmental, Mechanical, etc.), Landscape Architecture, Surveying, Hydrology, Environmental Science, Geology, or a related field); Or

  • Four years of professional pre-registration civil engineering experience or hydrology experience; Or

  • Four years of experience leading and performing senior-level technical engineering work

  • Certification as an Engineer-in-Training (EIT) may substitute for the experience

  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

  • Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire

  • Experience with Job-Order Contracts and similar construction delivery methods, including preparing and issuing Job-Order-Contract project tasks or work assignments

  • Experience working on civil projects in the public sector

  • Working experience and knowledge of project management and/or construction management

Job Contributions

  • Review, inspect, and monitor projects under contract; resolve discrepancies between field conditions and plans; recommend methods of resolving issues

  • Perform project management duties by preparing and assembling project documents, reviewing contractual items, writing various reports, special provisions, and estimates, coordinating design activities, and having the project ready for the construction phase

  • Manage, plan, coordinate, and inspect roadway, maintenance, and pavement preservative projects

  • Review plans, details, specifications, and cost estimates for assigned projects; manage and maintain technical project and program databases

  • Assume the technical responsibility for coordinating/preparing/reviewing complete phases or components of projects, including reports, calculations, plans, and special provisions, in accordance with Public Works standards and codes

  • Coordinate the development of project design concepts and criteria

  • Perform computing work; check and direct field operations involved in the gathering and compilation of field data for the design, layout, and construction of assigned projects

  • Evaluate the need for design changes and provide technical recommendations

  • Review and prepare change orders, reviews, and approve projects' construction monthly progress payments

  • Assure project deliverables meet scope, schedule, cost, and quality requirements

  • May perform technical safety inspections and prepare inspection reports in accordance with federal requirements

  • Respond to questions from citizens and agencies on Public Works projects and plans

  • May act in a lead capacity to department support staff and junior technicians in providing training, coaching, and/or mentoring

  • Other duties as assigned

Working Conditions

  • This position requires the employee to be in the office/field or customer-facing for all hours worked

  • Must be able to work in a normal indoor office environment. Some work duties will involve long periods of sitting, standing, walking, driving a vehicle, bending/kneeling, reaching, and wearing protective gear indoors and outdoors. The weight required to lift, push, pull, or carry is 50 pounds. Dexterity of hands for computer work, desk work, and driving motor vehicles

  • The work will occur in an office and field environment. While performing the duties and responsibilities, the employee may be exposed to loud noise, noxious odors, unsanitary conditions, chemicals, electricity, moving mechanical parts, varying weather conditions, and other related conditions and situations. Position is subject to atmospheric conditions: Fumes, odors, dust, mists, gases, or poor ventilation. Must be able to work outdoors on occasion in extreme heat, cold, wind, or rain on roadway projects. Must be able to manage frequent interruptions, time pressures, high work volumes, multiple and complicated tasks, unscheduled tasks, team-oriented activities, prompt decision-making, and interaction with government officials and the public. Must constantly maintain concentration, accuracy, ethical behavior, and a professional demeanor
