Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. This position is eligible for overtime compensation for all hours worked over 40 in the designated workweek.

About the Position

The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) Supervisor is responsible for managing the technical, administrative, and operational aspects within the UOCAVA unit. This position will work to implement policies and procedures for providing services to qualified military and overseas voters, processing Federal Post Card Applications (FPCA) and Federal Write-In Absentee Ballots (FWAB), and providing technical assistance to voters. The Supervisor will oversee the operations designed to facilitate voting for the UOCAVA voters. This position will assist in research and gathering investigative documentation. This position also coordinates the activities of temporary workers who perform UOCAVA tasks and provide administrative support to the Elections Department.

We Require

  • Three (3) years of administrative experience
  • A High School Diploma or GED
  • An equivalent combination of education and/or experience may substitute for the minimum requirements on a year-for-year basis.

Other Requirements

  • Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire
  • Must complete the next scheduled Secretary of State Election Officer Certification
  • Must be eligible to vote in Arizona and pass an applicable background screening

Job Contributions

  • Supervises and directs staff on a day-to-day basis; Oversees the UOCAVA (Military and Overseas Citizens) Unit of considerable difficulty involving critical thinking, problem solving and decision making.
  • Represents the Division/Department/Assistant Director in fact-finding and research.
  • Leads in directing, developing, implementing, and evaluating the UOCAVA policies and procedures ensuring consistency with state and federal statutes and integrating the various legislative interpretations and functions within the department and ensuring Intra-divisional and Inter-divisional coordination.
  • Establishes, monitors, reviews, and improves processes and procedures related to UOCAVA unit functions; compiles data, metrics, and reports as required; recommends improvements; maintains documentation for processes, forms, and workflows; and ensures confidential data is protected from accidental or unauthorized disclosure.
  • Implements a culture of continuous quality improvement; develops and updates standard work documents for core processes, identifies lessons learned and develops feasible solutions, applies problem solving techniques and methods to resolve operational problems.
  • Recommends and participates in the hiring of staff; provides coaching and mentoring to assigned staff and recommends and administers progressive discipline when needed; conducts or facilitates training for staff; promotes cooperative team effort among staff to achieve division and department mission and goals.
  • Trains and develops staff performing UOCAVA tasks during peak election cycles.
  • Provides recommendations for staffing needed to perform UOCAVA related functions, answer phones, and emails during various phases of the election cycle.
  • Manages multi-generational workforce and navigates interpersonal relationships to ensure efficiency to staff.
  • Assists other divisions of the Elections Department in performing their functions with regard to the conduct of elections.

Working Conditions

Work is performed indoors in an office environment. This job involves considerable repetitive computer functions. The employee in this position should expect constant interruptions in a high-volume work environment. Work is performed under time pressures and requires handling multiple tasks, frequently changing tasks, and interruptions. Extensive public contact via telephone, email, and in person is required. The employee may be required to travel to off-site locations on an infrequent basis.
