LOCATION: Remote - may live in or near Vaya's catchment area. The person in this position is required to reside in North Carolina or within 40 miles of the NC border. Travel is required for this position.

GENERAL STATEMENT OF JOB

The Housing Development Manager is responsible for managing Vaya Health's Housing Opportunities for Member Empowerment (HOME) program. The HOME program focuses on purchasing scattered-site housing units across Hurricane Helene-impacted counties and renting these to Vaya members with disabilities for no more than 25% of their monthly income. The HOME model leverages a structured referral system, an equitable lease agreement, with a property management company to support daily operations.

This position is designated to lead the HOME program with key input from Vaya leadership and external stakeholders. This position will take the lead in the project implementation by planning, directing, organizing, and executing the strategies and approaches highlighted in the HOME project charter and within Vaya's regional housing plan. After the project is complete, the Housing Development Manager will oversee daily operations including; providing education to internal and external stakeholders about the HOME program, overseeing the application and screening processes, and will be the primary point of contact with the external property management agency.

The Housing Development Manager performs a variety of functions related to developing and operating the HOME program, while addressing social and economic opportunities that improve health outcomes for members served. The Housing Development Manager ensures all housing activities are implemented in accordance with state and federal rules and regulations, best practices, standards, and internal Vaya policies/procedures/manuals/guidelines.

The Housing Development Manager collaborates across departments, with other public agencies and governmental entities such as the Department of Health and Human Services to complete state and organizational priorities.

ESSENTIAL JOB FUNCTIONS

Process Development, Monitoring and Training:

  • Train and develop staff and leadership to ensure consistency, efficiency, and effective operations
  • Oversee and implement HOME program to include; planning and daily operations
  • Ensure program integrity and oversee compliance activities
  • Create and maintain HOME policies, procedures, training manuals, and related resource material
  • Develop and manage cross-functional workflows and process to ensure efficiency within the system and consistency
  • Enhance the efficiency and productivity of business operations
  • Ensure processes and operations are consistent with contractual requirements
  • Assist in preparation for audits and reviews to maintain accreditation and contractual compliance

Collaborative Management:

  • Coordinate with Vaya leadership and external stakeholders to ensure effective collaboration, business processes, process improvement, and consistent practices exist within the agency
  • Work collaboratively with other public agencies and DHHS' housing staff to increase the expansion (development & recruitment) of supportive housing opportunities available to specialty populations,
  • Represent Vaya at local, state and federal meetings
  • Maintain positive working relationships with state and local housing stakeholders
  • Develop, participate and deliver housing presentations to internal and external stakeholders
  • Coordinate with appropriate stakeholders to provide education to internal and external stakeholders, advocates, members, families, and services providers on the HOME program

Contract, Grant and Budget Reporting and Monitoring:

  • Manage multiple projects, deadlines, and outcomes by managing and reporting in all applicable systems and/or databases
  • Support the management of state dashboards to position Vaya in performing at or better than the state average/state expectations
  • Prepare annual budget and staffing recommendations to meet goals of department
  • Manage the contracted property management company to ensure contract requirements are consistently met
  • Create a monthly performance report of the HOME program
  • Oversee financial components of HOME program to ensure timely payments are made according to contracts

Team Supervision:

  • Provide direct supervision, training, and oversight to identified staff
  • Oversee staff performance
  • Monitor performance and staff adherence to the Code of Ethics and Conduct and policies
  • Provide guidance for and develop leadership skills in direct reports
  • Identify and communicate development and organizational needs
  • Implement coaching strategies to improve staff productivity and satisfaction
  • Ensure each staff member has value and influence during important decision-making processes
  • Provide guidance and assist with task completion as deemed necessary

KNOWLEDGE, SKILLS, & ABILITIES

  • Experience in real estate acquisition, property management, and/or affordable housing development, preferred
  • Highly motivated, team player, self-starter and able to work independently with little or no direction
  • Ability to work independently, demonstrate initiative, and be goal-oriented
  • Ability to problem solve and provide practical, thorough and creative solutions to work tasks
  • Ability to exercise judgment and discretion in applying and interpreting policies and procedures
  • Ability to coordinate, effectively train/coach and oversee the duties of others to ensure high quality outcomes and performance
  • Strong knowledge of federal and state laws, rules, regulations, and program practices/requirements applicable to Vaya Health's operation in North Carolina
  • Ability to adhere to strict confidentiality requirements
  • Prior fiscal, innovative community housing development experience and/or project management experience are highly preferred
  • Demonstrated history of meeting strategic performance outcomes and successfully managing project deliverables and outcomes
  • Experience in leading a performance relationship with external stakeholders
  • Excellent organizational and management skills with the ability to multi-task
  • Proficiency in analyzing, understanding and communicating network needs
  • Strong customer service skills paired with a positive demeanor - a "can do" attitude
  • Excellent verbal and written communication skills; ability to speak clearly and concisely, conveying complex or technical information in a manner that others can understand, as well as ability to understand and interpret complex information from others, including but not limited to reimbursement policy standards
  • Exceptional business acumen
  • Must be able to present to varied audiences on various disability topics
  • Ability to manage multiple priorities in a fast-paced environment
  • High level of knowledge of Microsoft Office applications and adept at learning software applications - expert level preferred
  • Prior demonstrated success in provider relations or relations with both large provider groups and/or ancillary providers
  • Experiences with multiple relations methodologies such as RVRBS, flat rates, case rates, and per diems and tiered
  • rates based on the intensity of service helpful
  • Expert level of knowledge of Center for Medicare and Medicaid Services (CMS) reimbursement methodologies
  • Demonstrated knowledge of the assessment and treatment of mental health, developmental disabilities, and substance use disorder, sometimes co-occurring, is helpful

EDUCATION & EXPERIENCE REQUIREMENTS

A Bachelor's Degree is required with five (5) years of service experience and three (3) years of experience in a leadership capacity.

Preferred work experience:

  • Comparable experience in real estate acquisition, property management, and/or affordable housing development preferred

PHYSICAL REQUIREMENTS

Close visual acuity to perform activities such as preparation and analysis of documents; viewing a computer terminal; and extensive reading. Physical activity in this position includes crouching, reaching, walking, talking, hearing and repetitive motion of hands, wrists and fingers. Sedentary work with lifting requirements up to 10 pounds, sitting for extended periods of time. Mental concentration is required in all aspects of work.

RESIDENCY REQUIREMENTS: The person in this position is required to reside in North Carolina or within 40 miles of the NC border.

SALARY: Depending on qualifications & experience of candidate. This position is exempt and is not eligible for overtime compensation.
