An immediate position is available in the East Bay Municipal Utility District's (EBMUD) Aqueduct Section. This position reports to three different reporting locations on an ad hoc basis: Stockton, Bixler Center (Brentwood), and Walnut Creek. Under direction of the Superintendent of Aqueduct, the Assistant Superintendent plans, organizes, schedules, and directs field staff in the operation, construction, maintenance, rehabilitation, and security of the EBMUD raw water transmission system, including inlet and outlet facilities, large diameter transmission mains and appurtenances, rights of way, flow control facilities, chemical treatment facilities and raw water pumping plants, and provides technical assistance to the Superintendent both in the office and in the field as needed.
Duties of the Assistant Superintendent include:
*Planning, assigning, directing, scheduling, coordinating, and evaluating the work of Aqueduct Section personnel; may act as Superintendent in the Superintendent's absences; may regularly supervise employees.
*Developing or assisting in the development, revision, and administration of operations plans for changes to EBMUD water supply system configuration, Aqueduct Section standard operating procedures, maintenance plans, work rules, administrative policies and procedures, contracts, procurement procedures, archival of historical information, and performance measures.
*Assisting in the development and administration of annual operating and capital project budgets.
*Assisting in determining personnel, equipment, and material requirements for efficient operations.
*Working as an engaged team member within the Water Supply Division and the Water Operations Department, working closely with the Water Supply Division Manager and other EBMUD operations, maintenance, engineering, regulatory compliance, and recreation/watershed units to ensure effective coordination to meet Aqueduct Section objectives.
*Providing timely and clear reports, preparing memorandums, writing letters, addressing unit employees, responding as part of the operations team to regulatory and other agencies, and representing the Water Supply Division with professionalism to community groups and members of the public.
*Working closely with Human Resources staff, the Superintendent of Aqueduct, and the Water Supply Division Manager to administer EBMUD personnel policies, develop job plans, evaluate staff performance, motivate employees, administer discipline, provide technical and safety training, and promote career development of staff.
*May supervise the operation, maintenance, repair, improvement, and construction of electrical and/or mechanical equipment and motor vehicles used in the operation and repair of water storage, transmission, and/or water and wastewater treatment plants, associated distribution or collection systems, and water quality monitoring.
*Reading and interpreting complex maps, engineering drawings, specifications, contracts, and rules and regulations.
*Preparing cost estimates for various construction and maintenance projects related to water storage, water transmission, or water and wastewater facilities.
*Managing the Section's computerized work management system to oversee maintenance activities; review the effectiveness of the unit's maintenance procedures and practices; recommending and implementing improvements to staffing, preventative maintenance job plans, standards, equipment, and operations.
*Assisting the Superintendent and Construction Scheduler to evaluate proposed encroachments of EBMUD properties, developing conditions for temporary construction permits, revocable licenses, and trail use agreements that protect EBMUDs' interests, and performing inspections to ensure permit conditions are met. Coordinates with the EBMUD's Real Estate department to resolve real estate matters that impact EBMUD properties.
*Conferring with and interpreting EBMUD policies and regulations to property owners, representatives of public and private agencies, contractors and builders, and the public; makes contacts with other public agencies; coordinates emergency activities in the field; and acts as a representative of EBMUD before other agency boards.
Knowledge of:
*The principles, methods, practices, and safe work procedures as applied to the construction, operation, maintenance, and repair of large diameter pipelines, industrial flow regulation and pumping facilities, or large-scale raw water, distribution, and/or wastewater systems including:
*water and wastewater plant operations and water quality regulations and control
*SCADA and/or remote communication systems
*cost estimation
*report and budget preparation
*administrative practices
*principles and practices of effective supervision including planning, organizing, scheduling, and evaluating employees
*principles and practices of inspecting construction activities and surveying techniques
*vehicle and construction equipment operation and maintenance
*knowledge of hydraulic principles, flow dynamics, and water quality management in an industrial setting
Ability to:
*Plan, assign, schedule, review, and evaluate the work of subordinate staff working at geographically remote sites
*Gather and analyze field and office data
*Make calculations to estimate flow and volume
*Manage both short-term and long-term projects across multiple work groups and over a large geographic area
*Establish and maintain effective working relationships among multiple disciplines
*Prepare clear, concise, and accurate records, reports, and correspondence
*Draw sound conclusions when evaluating operational and maintenance proposals, real estate documentation, contract proposals, operational problems, or design studies
*Read and interpret engineering drawings, specifications, maps, and complex procedures and regulations
*Provide a high level of customer service by effectively dealing with the public, vendors, contractors, and EBMUD staff
*Provide timely, professional, and accurate responses to requests for information from internal and external stakeholders.
The salary for Assistant Superintendent of Aqueduct/Pardee range is $13,002 per month increasing to $13,652, $14,335, and $15,052 after 6, 18, and 30 months, respectively.

1. A high school diploma, or its equivalent, plus 60 units of college coursework which preferably included sufficient general education, major, and/or elective courses that would qualify one for transfer to a recognized four-year college with junior standing; and either
2a. Three years of experience directing staff or subordinate employees in the design, construction, operation or maintenance of major water transmission or distribution facilities, or hydroelectric power plant, or water and/or wastewater treatment plant; OR
2b. Four years of journey level experience, in construction inspection, field investigation, electric power plant operation, surveying, or engineering work related to design, construction, maintenance, or repair of water transmission, storage or distribution facilities, hydropower facilities, water and/or wastewater treatment plant, or water quality control, or related work.
3. Possession of a valid California driver's license and a satisfactory driving record.
4. Grade II (T2) Water Treatment Operator and Grade II (D2) Water Distribution System Operator licenses issued by the State of California within 12 months of appointment.
5. Possess the physical characteristics to perform the critical and important duties of the class, including visual acuity to read materials in print, on the computer, and mobile devices; hearing sufficient to communicate in person and on the telephone; manual dexterity to type on a keyboard, calculator, and to write; sufficient agility to climb ladders and enter tunnels, aqueducts and other facilities; and physical mobility to traverse a variety of work sites including uneven terrain and steps.
6. Willingness to work outdoors in a variety of weather conditions.
7. Willingness to work outside of regular business hours (overtime) as needed.
