Loudoun County's Department of Family Services is seeking a dynamic collaborator and visionary leader to serve as the Program Administrator for its newly established Domestic and Sexual Violence Program. This crucial role presents an exciting opportunity to shape the County's strategic response to domestic and sexual violence, as well as human trafficking affecting youth, while enhancing the well-being and safety of individuals and families throughout our community.
The Domestic and Sexual Violence Program Administrator II position provides essential governance, development, coordination, and implementation of county-wide plans, policies, and strategies by establishing, facilitating, and communicating with the Coordinating Council (CC). This CC includes agency and department directors, as well as community leaders and stakeholders, to enhance health and safety while protecting the lives of individuals experiencing domestic and sexual violence, human trafficking, and stalking, including those who cause harm.
The incumbent will lead efforts across 30 or more departments and community agencies to facilitate strategic planning processes, analyze policies, collect and report data, benchmark practices to promote optimal outcomes and evidence-based prevention and intervention strategies, evaluate results, implement process improvement initiatives, and provide technical assistance to community and county partners.
Job Responsibilities:
- Manage and supervise program resources, assessing and evaluating performance, productivity, efficiencies, effectiveness, compliance, and best practices.
- Organize, schedule, provide technical support, and facilitate CC meetings to enhance governance and strategic direction for improved county-wide outcomes.
- Assess program effectiveness, efficiency, outcomes, and quality.
- Define and publish the goals, objectives, and performance metrics related to domestic violence, sexual violence, and human trafficking involving youth across the County, as directed by the CC.
- Ensure service delivery in accordance with applicable regulations, policies, and procedures.
- Identify opportunities to improve service delivery and documentation.
- Ensure the proper use of budgetary funds, develop and submit the annual program budget, and guarantee timely encumbrances, expenditures, and payments.
- Offer technical assistance, reviews, and guidance to the Board of Supervisors, Planning Commission, developers, and staff.
- Develop and implement systems to track service delivery, outcomes, and gaps across agencies.
- Develop, implement, and assess improvements to services that complement existing county programs, following the direction of the agency and department directors.
- Submit quarterly and annual reports to county leadership, grant funders, and stakeholders to foster continuous quality improvement and ensure compliance with funding requirements.
- Identify ways to improve collaboration throughout the care system, ensuring a seamless, supportive, trauma-informed experience for survivors.
- Advocate for the needs of individuals harmed and those who inflict harm, while supporting program development, staff training, and public education.
- Monitor relevant policies, legislation, and funding opportunities.
- Develop and manage budgets and grant proposals to expand program impact and sustainability.
- Represent the County and serve as a subject matter expert.
- Perform other essential job functions as assigned, County-wide or departmentally.
Demonstrated Knowledge, Skills, and Abilities:
- Knowledge of individual and family protection laws, rules, and regulations.
- Professional knowledge of and or direct experience with family systems theory, crisis theory, and trauma-informed systems of care.
- Knowledge of the theories, principles, and practices of violence.
- Comprehensive understanding of the dynamics of domestic and sexual violence, human trafficking, and stalking.
- Understanding of the impact of trauma on individual and family functioning, and community impact.
- Cultural awareness and humility to address the complex needs of diverse populations.
- Experience performing in a public sector human services organization with diverse programs and client populations.
- Skill in project management.
- Skill in developing and delivering presentations and facilitating discussions.
- Skill in having difficult conversations and problem-solving.
- Ability to contribute to meaningful dialogue to facilitate change management.
- Ability to interpret policies and assess operations.
- Ability to conduct detailed analytical evaluations and prepare oral and written reports.
- Ability to establish and maintain working relationships with clients, participants, co-workers, staff, officials, volunteers, vendors, contractors, and the public.
Hiring salary is commensurate with experience.

Minimum Qualifications
-
Master's degree in field related to assigned area; three (3) years of related, progressively responsible work experience, including one (1) year of supervisory or team leader experience; or equivalent combination of education and experience.
Preferred Qualifications:
- Experience in establishing a CCR or similar multi-agency initiative.
- Experience in government systems or nonprofit organizations focused on family and gender-based violence.
- Familiarity with federal and state regulations related to victim services and program funding.
- Bilingual skills (especially in Spanish) are a plus.

Job Contingencies:
- Criminal background check required.
- Based on assigned program area a credit and/or DMV check may also be required. For DMV check, valid driver's license and good driving record required (driving records may be reviewed annually for continued qualification).
- Fingerprinting and TB test required within 30 days of hire
- Must pass Child Protective Services (CPS) check
- Must hold or obtain First Aid/CPR certifications at hire or within four (4) months.
Special Requirements:
- This position may be assigned and required to work at an alternate work site(s) to carry out duties that support the needs of the County's residents or employees.
- The successful candidate may be asked to work beyond regular scheduled workday including evenings and weekends, as required, to perform functions of position.
