Description:

Personnel
will support media research, summary, and analysis on a daily basis in support
of U.S. European Command Public Affairs (ECPA). In the area of open-source
reporting and media analysis. This contract will require a daily news
summary (news clips) and a media analysis product focused on U.S. national,
defense industry, international and regional European media reporting on topics
relevant to the command, senior leaders, and decision makers. Contractor
support shall be required to produce situational awareness reports,
data-centered background products and assessment-focused special reports
summarizing news media coverage pertinent to the theater and the command. These
products shall be drawn from open-source channels, news media reporting across
a variety of platforms and mediums and should include foreign-language media
coverage and translations and such additional research and analysis
as necessary.

Personnel
shall compile and provide a daily news summary of reporting on key events and
developments of interest to ECPA and senior leaders with a focus on topics
relevant to the command and its components. The daily news summary shall
consist of no less than ten (10) individual news articles and shall be provided
to the customer's HQ and other addressees via email distribution lists as
specified by ECPA to provide situational awareness and context to the entire
staff and subordinate elements. Articles shall include the most significant
developments affecting the customer's geographic area of responsibility and
theater of operations, as reported in open sources, and as defined by the
commander's critical information requirements (CCIR). News articles shall be
compiled by the Contractor into a daily news summary and shall be provided to
the ECPA no later than 6:00 a.m. Central European Time (CET), Monday through
Friday, including federal holidays unless otherwise directed by the ECPA.
Reported developments shall be in line with the command's areas of strategic
focus as identified to the Contractor by ECPA. The reports shall be drawn from
unclassified, open-source news media reporting, including foreign and regional
European media outlets. These daily reports will form the basis for the media
analysis product.

Personnel
shall produce and deliver a daily media analysis product that accompanies the
daily news summary. The analysis product shall be used to summarily inform
USEUCOM senior leadership, including the combatant commander during USEUCOM's
Morning Update Brief (MUB), of key narratives and dominant themes in domestic,
international and regional European media; evolution of storylines; primary
audiences of concern; the overall tone and accuracy/factualness of media
reporting; and recommended approaches to maintain or counter the story line,
clarify information, and mitigate any effects of misinformation or
disinformation related to USEUCOM interests. The daily media analysis product
shall contain a summary with bulleted points that convey the most important
context for senior leaders, shall include references to the daily news summary
product for more in-depth analysis, and shall be accompanied by a one-slide
power point presentation that visually complements the written analysis. The
daily media analysis product shall be provided to ECPA no later than 6:00 a.m.
CET, Monday through Friday, including federal holidays unless otherwise
directed by ECPA. Media analysis emphasis shall be focused on and complement
decision making on current OAIs, exercises, priorities, and topics relevant to
the command and senior leaders.

These
capabilities and products produced, provide public affairs professionals with a
comprehensive look at news media reporting and enable them to quickly identify
narratives playing out in the information environment that could impact U.S.
European Command, its personnel, its components and its operations, investments
and activities (OAIs); inform a timely public communications approach and
actionable recommendations for decision makers; and provide context and
decision space for USEUCOM's senior leaders. This contract also bolster's
ECPA's ability to ensure the command is postured as a trusted, credible, and
transparent source of information pertaining to U.S. military activities in
Europe for stakeholders and audiences, both throughout the AOR and globally.

Personnel
will occasionally be required to travel to the OCONUS USEUCOM headquarters
location in Stuttgart, Germany, during performance of the contract to attend
meetings and to provide exercise support.

Minimum
Qualifications
:

Master's
degree in a related field and three (3) years of recent specialized experience;
OR Bachelor's degree in a related field and six (6) years of recent specialized
experience; OR ten (10) years of recent specialized experience. Must have
demonstrated practical experience in the area(s) of expertise required in the
BPA Order, Performance Work Statement.
