SUMMARY OF DUTIES:

The Sr Director, Benefits is responsible for overseeing the performance and operation of Amtrak's benefit programs which are vital components of Amtrak's Total Rewards strategy. Amtrak's benefit programs include eligibility & enrollment, executive rewards, health & welfare, retirement and financial, leave and paid time off policies, reimbursement policies (education, adoption, surrogacy, pass rider...), accounts (commuter, dependent care, healthcare), and voluntary
benefits and discount programs. This position is a senior advisor to the benefits staff and leads major benefits projects. Partners with leaders of Finance, Legal, EAP/PIER/Wellbeing, Compensation, and Labor Relations, and Union Representatives (JMAC)..

ESSENTIAL FUNCTIONS:

* Evaluates current plan designs and recommends strategies and/or alternatives that will effectively manage costs while attracting and retaining talent.
* Manages benefits team. Utilizes team expertise and develops team members.
* Provides expert consultation on program design and cost containment strategies; proposes new benefit plan options and/or new program designs.
* Oversee benefit administration processes and determine ways for improvement
* Partners with Finance to analyze employee benefits cost trends and drivers; prepares management reports and recommends solutions.
* Works with external benefits consultants, trade groups, and union representatives (JMAC) to evaluate and cost potential changes to Amtrak's benefits plans.
* Stays abreast of changes to new benefits legislation; assesses impact on benefit plans and advises management accordingly.
* Manages benefits vendors to ensure all services described in the contracts are provided in full, service delivery levels are exceeded, and vendor expertise is leveraged.
* Works closely with Procurement Department in benefit solicitation process which includes developing RFPs, evaluating proposals from vendors, and implementing new vendors when necessary.
* Manages all benefit communication material including open enrollment and new hire guides, and Summary Plan Descriptions
* Works closely with Labor Relations to ensure benefit provisions in labor contracts are administered correctly.
* Handles day to day escalated complex employee benefit issues.
* Benchmark benefit programs

MINIMUM QUALIFICATIONS:



  • Bachelors degree and/or combination of relevant benefits experience in health and welfare, retirement plans, and physical & financial wellbeing
  • Experienced at employing health care cost containment strategies; understands utilization and plan analysis methodologies
  • Excellent oral, written communication and presentation skills.
  • Collaboration and teamwork skills
  • Able to work effectively in a changing environment
  • Able to create partnerships with key stakeholders



PREFERRED QUALIFICATIONS:



  • Minimum of 13 years benefits experience in health and welfare, retirement plans, and physical & financial wellbeing
  • CEBS, SHRM, MBA, Masters in HR, and/or Actuarial Certifications
  • Related Experience with SAP (or other HRIS systems) and Benefits Data Warehouses

Working Conditions:
* Constantly works long hours as required; works extended hours and is required to be on call and available on an emergency basis.
* Constantly works in a fast-paced environment with frequently changing priorities.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $187,500-$242,892, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
