Overview

The Shipyard Test Organization is the premier trade made up of a team of world class testers who have the knowledge and skill to be the last in line delivering the most capable warships to the U.S. Navy. In STO, we are a learning organization that operates daily on our foundational pillars of proper planning, integrity, and ownership to complete operational testing with the highest level of formality.

The Chief Test Engineer - Training & Development - NNSTE for the Shipyard Test Organization role is responsible for leading the development, delivery, and continuous improvement of employee development programs for STO. This position will partner/consult with the Non-Nuclear Director, Virginia & Columbia Class Test Managers, Operations leadership and Operations proficiency development teams. The successful candidate will ensure our approach to developing the STO leadership workforce is robust to support business challenges/needs and in alignment with the Training & Development Roadmap. The Chief Test Engineer - Training & Development - NNSTE will provide direct oversight and feedback to STO Training Supervisors and Instructors on onboarding process and Active Learning Center course development.

The candidate will partner with peer leaders to facilitate a strong leadership and coaching culture to create a positive learning experience through all cognizant areas of delivery. The ability to think strategically and execute long-term projects is necessary to be successful in this position.

    Develop, implement, and continuously improve key training programs within STO
  • Partner with hull leadership to ensure a Train / Brief / Certify culture for all work assignments
  • Establish short- and long-term learning and development priorities
  • Provide leadership and programmatic direction to STO proficiency developer, program coordinators, and instructors
  • Partner with Director, Test Manager, Chief of Staffing and Quality Advocate to identify opportunities, gaps in training, etc. and develop corrective action plans
  • Participate in surveillance and monitoring of training programs
  • Review existing policies and procedures for training opportunities and adherence to establish standards
  • Be an active member of the Shipyard Test Organization Continuous Improvement Team
  • Partner with and communicate effectively with the Trades, Nuclear Test, Ships Force, NRRO, SUPSHIP and other outside entities


Qualifications

Required:

  • Bachelor's Degree in Human Resources, Organizational Learning, Business Management, Engineering, or 10+ years equivalent Navy experience will be accepted in lieu of a degree
  • 5+ years of test experience
  • 3+ years of demonstrated experience overseeing project execution

Preferred:

  • 5+ years of leadership experience or successful completion of FLG or BLG
  • Naval Nuclear Propulsion Experience
  • USN Training Experience (EDMC / COB)
  • Current DOD Secret Clearance
