Job Description The Corporate Director, Import Compliance and Strategy, is responsible for developing and implementing a comprehensive global strategy that aligns with international customs regulations and company objectives. This role involves leading division import and customs compliance programs, establishing effective import compliance procedures, and ensuring all facilities adhere to regulatory requirements. The strategist collaborates with finance and purchasing to ensure proper valuation of imported goods, classifies products under the Harmonized Tariff Schedule, and evaluates eligibility for preferential treatment under Free Trade Agreements. Additionally, the role includes advising senior leadership on trade compliance risks, monitoring compliance activities, establishing compliant duty reduction and mitigation programs, and overseeing relationships with customs brokers. The ideal candidate will have a strong background in import and customs compliance, including extensive knowledge of CBP regulations, with excellent program management and project leadership skills. They must maintain the highest ethical standards and ensure adherence to the company's ethics and business conduct policies. Primary Responsibilities Direct and supervise import compliance programs across PCC divisions and facilities through each division and site's compliance leaders, and providing training and standard procedures for their use, as needed. Implement and manage an effective import compliance program, including all risk areas: valuation, classification, country of origin, documentation, and record keeping. Manage compliance with import regulations as dictated by CBP and other relevant international trade regulations. Identify and facilitate the drafting cradle-to-grave procedures for all desk-level activities involved in the movement of goods across borders (import). Provide top-to-bottom training of all personnel on regulations and requirements. Ensure all facilities have current classification matrices for imported commodities. Educate and facilitate any import licensing requirements. Ensure audit of all facilities' import compliance programs are done annually. Attend import training courses annually to stay current with regulatory changes. Work closely with Compliance Counsel for compliance program discussions, revisions, special licensing requirements, disclosures, investigations, projects, general updates, and consultations. Consult with the General Counsel and Compliance Counsel as needed. Consult with Customs Broker(s) for import compliance requirements and issues. Guide and support each facility's dedicated owner of import activity. Interface with Government officials as needed. Identify and implement programs and procedures to minimize import duties as allowed under law and agreed by PCC leadership. Advise site general managers and senior staff, including division finance personnel, about trade compliance aspects and risks of proposed business decisions; collaborate effectively with peers at related company sites. Work proactively with departments to prevent trade disruptions and minimize duty impacts. Monitor compliance activities and the effectiveness of internal controls; review with site department managers their trade compliance internal controls (procedures, work instructions, forms, checklists, and tools) to ensure they are current and compliant. Produce and analyze reports from Customs' ACE portal, internal ERP/MRP, and other information systems. Oversee relationships with customs brokers; audit for effectiveness. Work with site level and Regional Facility Compliance Officer(s) to maintain effective import (import and export) compliance programs at assigned sites. Maintain the highest ethical standards, even when challenged from above. Understand and live by the company's ethics and business conduct policies. Other duties as assigned. Skills and Experience Documented ability to establish and manage import compliance matters for a global organization. Willingness and ability to interact with manufacturing leaders to work on solutions to any gaps to desired state of compliance. Strong familiarity with the workable analysis and understanding of CBP regulations. Strong working knowledge of product classification (Harmonized Tariff Schedule). Experience in interactions with Governmental import compliance authorities, including Customs and Border Protection. Strong working knowledge of the custom entry process and customs regulations. An energetic, amiable, confident, and business-focused style with strong oral and written communication, persuasion, and negotiation skills, as well as a proactive and initiative-taking approach. Ability to multi-task and thrive in a fast-paced, results-oriented, and demanding environment. Strong program management experience and excellent project leadership skills. Ability to work at both detail and strategic levels; work calmly under pressure and with frequent interruptions, and display sound judgment. Ability to prepare or revise procedures, work instructions, forms, and business flowcharts. Ability to prepare and review complex business documents. Ability to travel up to 30% of the time (estimated) Qualifications Bachelor's degree in supply chain, business, law, engineering, or a related subject. Minimum 15-17 years of experience with import regulatory compliance. Experience with international business transactions and shipping documents. Demonstrated history of competency implementing or working in an efficient and effective customs compliance program (including product classification and related party valuation experience). Demonstrated history of managing broker, forwarder, and carrier relationships. Strong computer skills including ability to research transactions and prepare reports in Customs' Automated Commercial Environment (ACE), Enterprise Resource Planning (ERP), or Manufacturing Resource Planning (MRP) information systems, perform spreadsheet calculations, and quickly learn new software tools. Strong verbal and written communication skills. Ability to work autonomously and drive a project from initiation to completion. Ability to work at both detail and strategic levels, work calmly under pressure, prioritize tasks, and display sound professional judgment. Ability to prepare and revise procedures, work instructions, and forms. Fluency in English. Experience managing multi-site import compliance programs. Customs brokerage license (optional). For informational purposes only, the range for annual base salary for this role is $160,000 to $194,000 US Dollar (USD) Salaried based on a variety of factors. For informational purposes only, this role is eligible to participate in the Company's Executive Bonus Plan, paid out up to 30% of the applicable annual base salary, based on the Company's performance in the prior calendar year. Employees will receive 120 hours paid time off every year. Employees will also receive 10 paid holidays.
