PURPOSE OF THE JOB
This position's primary responsibility is to oversee Category Management, Strategic Sourcing, and Contracting functions within the company's Procurement department. These areas within the Procurement function have various responsibilities including Category Management, partnering with the Business, RFx, negotiations, and contract authoring and execution.
QUALIFICATIONS
REQUIRED QUALIFICATIONS Required Work Experience
- 5-7 years of experience related to one or more of the following: IT procurement, strategic sourcing, category management, supplier management, negotiations, and contracting. Previous experience in leading people
Required Education
- Bachelor's degree in supply chain management, business, accounting, or finance. Consideration can be given for related industry experience in lieu of a Bachelor's degree
PREFERRED QUALIFICATIONS Preferred Work Experience
- 7 years of experience related to one or more of the following: procurement, strategic sourcing, category management, vendor management, negotiations, and contracting
- 3+ years of managing people
Preferred Education
- Bachelor's degree in Supply Chain, Business, Finance, or related field of stud
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES ALL LEVELS
- Knowledge and application of the Source to Contract process including sourcing best practices, negotiating, and contracting.
- Development of multi-year view of addressable spend/pipeline.
- Continuing the development and refinement of the Procurement function, policies, and processes.
- Develop and implement change management plans.
- Working closely with the Procurement Operations team to ensure our service delivery is seamless and provides the best customer experience as possible.
- Develop quarterly and year end reporting packages.
- Deliver on departmental savings targets.
- Identify consolidation/supplier integration opportunities within BCBSAZ.
- Perform all other duties as assigned.
- The position requires a full-time work schedule. Full-time is defined as working at least 40 hours per week, plus any additional hours as requested or as needed to meet business requirements.
Manager & Senior Manager Level
- Oversight and ownership of Category Management activities including the development category plan roadmaps, reviewing, and refreshing category plans, and ensuring category plans support organizational objectives, and departmental savings goals.
- Taking a strategic approach to category management and analyzing opportunities for strategic sourcing and value creation.
- Ensuring the Strategic Sourcing team executes projects in accordance with best practices and policies.
- Development and upkeep of source to contract templates, playbooks, and checklists.
- Ensure adherence to sourcing best practices throughout the organization.
- Ensure the team reviews/edits/authors contracts in accordance with playbooks and contract checklists and templates.
- Ensure team meets needs of all stakeholder groups and adheres to project/contract turnaround times.
- Responsible for managing Category Managers.
