Job Summary

The Fiscal Analyst Sr provides analytical and fiscal support for activities associated with College and Grant related funds, including requisitions and purchase orders, ProCard transactions and reconciliations, travel authorizations and cash advances. Monitors and controls expenses consistent with assigned departments under District's policies.

Essential Functions

1. Financial Analysis, Reporting, and Budget Management - 45%
  • Prepare, audit, and analyze financial reports across all fund types (operational, auxiliary, capital).
  • Conduct complex budget-to-actual variance analysis, scenario planning, and forecasting.
  • Create monthly, quarterly, and annual financial performance reports for college departments and executive leadership.
  • Assist the college's Associate Vice President of Administrative Services and Fiscal Manager with the annual budget preparation process, balance budget for Governing Board submission.

2. Systems Management & Data Integrity - 20%
  • Administer and manage financial (FMS), contract (CLM), human capital (HCM), and budget planning (MPB) systems.
  • Extract and validate data from PeopleSoft and SIS systems for analysis and reporting.
  • Track and update personnel positions.
  • Ensure data consistency and compliance across systems; maintain personnel logs.

3. Procurement, Contracts, and Compliance - 15%
  • Analyze and improve purchasing/budgeting procedures, audit expenditures, and ensure regulatory compliance.
  • Monitor and process budget transfers and expense reallocations; support department fund management.

4. Training, Supervision, and Support - 10%
  • Provide ongoing training and fiscal support to faculty and staff in understanding financial systems and procedures.
  • Develop college-specific accounting and budget reference materials and guides.

5. Operational & Special Project Support - 5%
  • Respond to departmental requests, assist with queries, and support fiscal planning for special funds and grants.
  • Manage instructional equipment requests.
  • Audit course fee financial coding and maintain logs and tracking spreadsheets for various business operations.

6. Communication & Strategic Planning - 3%
  • Collaborate with District Office and college department managers on budget and position management.

7 Other duties as assigned - 2%

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in finance, accounting, business or public administration or directly related field and four (4) years of experience providing advanced professional financial analysis and support in the areas of finance, payroll, budgeting, or a closely related financial/fiscal area of assignment.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

A. 6 years of experience in budgeting development, reporting, and budget administration in public service.

B. Experience in fiscal management/oversight, including understanding complex financial transactions, recordkeeping, and presenting fiscal outcomes

C. Experience analyzing and interpreting data for accuracy, making sound, independent decisions in a timely manner using a high level of judgment, including experience and proficiency with developing and utilizing spreadsheets and database software to retrieve data for reporting and data manipulation purposes.

D. Experience with PeopleSoft ERP (Financial Management System) and extracting data from these systems.

E. Two (2) years working in a team environment

F. Degree in finance and/or accounting

Special Working Conditions

May be required to sit for a prolonged period of time viewing a computer monitor

May be required to work evenings and weekends.

Position will be in-office Monday through Friday during school year and in-office Monday through Thursday during summer.
