The Sr. Facility Operations Manager will assists the Exec. Director Facilities Management to oversee the staff and operations of the main campus engineering department and extended properties maintenance. The Sr. Facility Operations Mgr. would share responsibility with the Exec. Director for the overall day to day operations, planning, directing, coordinating and evaluation of the department including the development of department goals and objectives that are consistent with the CNMC mission, the management of personnel, preparing/monitoring of and accountability for the department budgets. Plans, schedules and supervised maintenance and repair work of multi-skilled trades-HVAC, Electrical, Plumbing, Carpentry, Locksmith, etc. Evaluates orders and coordinates and oversees installation and repairs/services of infrastructure systems, HVAC systems, boilers, chillers, electrical distributions and other building and campus utilities equipment. Works collaboratively with all levels of the hospital interdisciplinary team and promotes the team concept with their department and hospital wide. Interviews, hires, evaluates, counsels and terminates employees as per CNMC policy. Responsible for helping create an environment and culture that enables the organization to fulfill its mission by meeting or exceeding its goals, conveying the hospital mission to all staff, holding staff accountable for performance, motivating staff to improve performance, along with measurement, assessment and continuous improvement of the department's performance. The position will consult with the following standards: Joint Commission, DC Department of Health, EPA, DCRA, OSHA, Architects, Engineers, Construction Managers, Space Management, International codes & standards, and other regulatory agencies.

Qualifications

Minimum Education
Bachelor's Degree Bachelor's degree in Facilities Management, Construction Management, Engineering, or related field is required. (Required)
Master's Degree Business Administration, Hospital Administration, Public Administration or other related field (Preferred)

Minimum Work Experience
10 years progressive program/project management experience preferably in hospital construction, plant operations/maintenance(installation, construction and maintenance of buildings, equipment and utilities. (Required)

Required Skills/Knowledge
Expertise in the areas of Joint Commission regulations including the requirements of Life Safety, Environment of Care Standards and Statement of Conditions.
Preferred demonstrated leadership and management skills.
Moderate to advanced proficiency with Excel, PowerPoint, data analysis, and business case development.
Excellent written, verbal communication and public speaking skills.
Must be able to work independently in a fast paced, rapidly changing environment.
Ability to handle several projects/programs simultaneously.

Required Licenses and Certifications
Certified Healthcare Facility Manager 1 1/2 Yrs (Required)

Functional Accountabilities
HR Management



  • Assist with the creation, maintenance of departmental Policies and Procedures.


  • Hire, train, develop and direct assigned staff to meet departmental objectives.


  • Perform evaluations and assessments of staff productivity and performance.


  • Promotes a positive and professional image and are a role model, coach, mentor and resource for staff and peers.


  • Conducts monthly staff meetings to update staff and/or address department issues and records meeting minutes.


  • Works collaboratively with all levels of the hospital interdisciplinary team and promotes the team concept with their department and hospital wide.


  • Analyze multiple variables to assure staffing is sufficient to adequately serve the volume of calls and the complexity of needs.


  • Contribute to retention and recruitment efforts by effectively role modeling and participate in recruitment and retention processes.


  • Participate in the hiring of staff by conducting interviews and making recommendations for hire.


  • Develop and direct assigned staff to meet departmental objectives.


Communication



  • Compose, edit, and deliver written and verbal communications; facilitate group discussions; keep team members appropriately informed.


  • Through all implementations, ensure compliance with organizational and departmental policies and procedures, and regulatory standards.


  • Develop communication and education materials specialized to a variety of audiences to ensure change occurs.


  • Communicate operational issues and progress towards goals to other members of the management team.


BMP Management



  • Work with the Building Maintenance Program(BMP) to monitor PMs, CMs and run reports.


  • Ensure that a safe work environment is maintained.


  • Provide leadership and guidance to support staff and direct reports.


  • Provide training as needed for the staff.


Administration



  • Accountable for oversight of management of all facilities including SZ campus and extended properties.


  • Troubleshoot operational issues and develop action plans to resolve.


  • Continually explore new methods to improve operations, work with management team to gain acceptance, and support implementation efforts.


  • See oneself as a leader of others, from forming a top team that possess balanced capabilities to setting the mission, values and norms, as well as to holding the team members accountable individually and as a group for results.


  • Maintain and update environment of care


  • Manage, maintain and update the Statement of Conditions as required by regulatory agencies.


  • Maintain, inspect and update life safety program


Budget & Financial Management



  • Suggest major equipment or process changes that drive ongoing improvements at all CNMC Properties.


  • Report, escalate, and resolve variances.


  • Explore areas for improvement and provide recommendations.


  • Work with the Off- Site Properties to optimize operational costs, reduce defects and increase uptime.


  • Assist with the development and monitoring budget and monthly fiscal performance reports for the facility department.


  • Proactively review current departmental business processes and develop/implement recommendations to improve efficiency.


  • Contribute to the strategic plan for department services, include short-term and long-term objectives.


Facilities



  • Assure that site engineering teams maintain strong technical expertise in reliability, predictive maintenance, calibration, asset optimization; operations, equipment design and root cause analysis capabilities to maintain fully optimized sites.


  • Oversight and managing Jobs reporting to this position: Engineering staff as assigned, Facility Managers, Electrician, Facilities Specialist, Plumbers, HVAC and contractors.


  • Plans, schedules and supervised maintenance and repair work of multi-skilled trades-HVAC, Electrical, Plumbing, Carpentry, Locksmith, etc.


  • Completes proper paperwork to order/approve material for the work to be accomplished.


  • Must be familiar with tools, equipment and systems required for operating and maintaining the facility infrastructure.


  • Evaluates orders and coordinates and oversees installation and repairs/services of infrastructure systems, HVAC systems, boilers, chillers, electrical distributions and other building and campus utilities equipment.


  • Provides support to the Exec Director of Facilities Management in all aspects of the day to day facilities task, which also includes off-sites buildings within CNMC.


  • Possess the skills and abilities to proactively manage multiple assignments.


Off-Site Locations



  • Work with the Off- Site Properties to optimize operational costs, reduce defects and increase uptime.


  • Assist offsite properties with TJC, DOH,FIRE and other accreditations documentation
  • Review drawings, documentation and complete site visits to ensure quality and code compliance at offsite locations.
