Responsibilities

Sabre Systems is seeking a Senior Program Analyst to support the Naval Air Systems Command (NAVAIR) Contingency and Fleet Engagement Office, including the Fleet and Force Advisors and the NAVAIR Contingency Response Center (NCRC) at Lexington Park, Maryland. This role supports critical planning and analysis efforts to enhance NAVAIR's wartime readiness and fleet engagement. Responsibilities include but are not limited to:

  • Support strategic information flow and situational awareness across the NAVAIR Enterprise by coordinating timely updates and feedback related to CoCOM and Component activities, including FLEX events, Fleet Battle Problems, and major Fleet exercises.
  • Conduct and contribute to capability gap analyses focused on Fleet and Force readiness. Help identify where NAVAIR experimentation, demonstrations, and prototyping efforts can be aligned to address those gaps effectively.
  • Review and interpret authoritative DoD, USN, and USMC documentation to support the development of briefings and decision-making materials for senior leaders across NAVAIR, NAWCs, COMFRCs, PEOs, and PMAs.
  • Develop and deliver weekly Contingency and Fleet Engagement updates that provide relevant, actionable insights to HQ and NAWC leadership regarding ongoing Fleet/Force engagement activities.
  • Coordinate monthly classified Fleet Engagement Working Group sessions to promote integration, transparency, and shared awareness across NAVAIR, NAWCs, and PEOs for Fleet exercises, initiatives, and S&T projects.
  • Engage with DoD and DoN organizations to support the advancement of AIR-00 Enterprise initiatives, ensuring alignment with broader naval objectives and operational needs.
  • Support planning and execution of key NCRC activities, including the WASSP Tabletop Exercises (TTX) and Global Maritime Response Plan (GMRP) efforts in preparation for Large Scale Exercise 2025.
  • Assist in shaping and supporting wartime readiness training efforts, helping to ensure a consistent standard of preparedness across the organization.

Qualifications

Requirements

  • Education: MA/MS degree in a relevant subject or discipline for the position. At least 3 years of the 10 years of experience must be within the last 5 years; OR, Holds a Bachelor's Degree in a relevant subject or discipline for the position and has at least 15 years of experience performing work related to the labor category functional description. At least 3 years of the 15 years of experience must be within the last 5 years.
  • Minimum of 10 years of professional experience conducting strategic analysis and providing oversight on technical, scientific, or operational initiatives in support of engineering or defense-related programs.
  • Highly preferred: Retired Senior Naval Officer (O-5 or higher) with experience in program management.
  • Extensive experience specifically supporting NAVAIR and NAWCAD senior leadership, with direct involvement in contingency response planning and execution in accordance with Department of the Navy guidance.
  • Must have demonstrated ability to advise senior leadership on complex operational and strategic planning requirements. Candidate must possess a strong understanding of Fleet (U.S. Navy) and Force (U.S. Marine Corps) structures and be capable of effectively engaging with Combatant Command staffs, Component Commands, Type Commands, the Naval Warfare Development Center (NWDC), and the Naval Air Warfighting Development Center (NAWDC).
  • Strong situational awareness of emerging defense capability requirements, with the ability to synthesize cross-command priorities and make data-driven recommendations to inform operational planning.
  • Active DoD Secret clearance (or higher) is required.
  • Candidates must be U.S. citizens and able to successfully complete a background investigation.

Compensation

Senior Level: At Sabre Systems, LLC, compensation is based on factors such as location, qualifications, experience, and contract-specific requirements. The general salary range for this position is $70,000-$200,000; however, final compensation will be determined by individual qualifications and applicable contract terms.
