Job Title: Technical Project Manager

Job Summary: We are seeking an experienced Technical Project Manager to support the our client at NIH. The Project Manager will provide leadership, technical coordination, and oversight of a multidisciplinary team delivering critical biomedical terminology and ontology services. This role is responsible for managing the full lifecycle of semantic content development and client tool maintenance while ensuring effective client engagement and cross-functional team collaboration.

Key Responsibilities



  • Serve as the primary point of contact between the Contractor team and Government stakeholders.
  • Manage the client task orders, ensuring alignment with cost, schedule, and performance goals.
  • Lead and coordinate the activities of cross-functional teams supporting EVS architecture, terminology lifecycle, ontology development, and tool support.
  • Develop, maintain, and execute a Task Order Management Plan, providing documentation of deliverables, resource utilization, and performance metrics.
  • Oversee weekly status meetings, monthly progress reports, and financial tracking reports, ensuring transparency and accountability.
  • Supervise the operation and maintenance of EVS software tools, including the EVS REST API, Term Suggestion App, and EVS Explore Browser.
  • Support continuous improvement initiatives across EVS workflows, processes, and semantic content lifecycle.
  • Ensure project staff comply with NIH and federal training standards related to security, privacy, and conflict of interest.
  • Collaborate with NCI staff, external developers, and terminology experts to integrate new vocabularies, improve content, and enhance semantic interoperability.
  • Facilitate technical and stakeholder coordination, including workshops and working groups focused on terminology development and mapping.
  • Provide guidance on best practices for biomedical data standards and semantic representation for research, reporting, and clinical applications.


Qualifications



  • 10+ years of progressive experience in project/program management, ideally in biomedical informatics, ontology/terminology services, or software development environments.
  • Project Management Professional Certification (PMP) required.
  • Experience supporting federal healthcare IT programs, particularly within NIH or NCI.
  • Demonstrated expertise managing large-scale, interdisciplinary projects in semantic technologies, health IT, or clinical/bioinformatics systems.
  • Advanced degree (Master's or PhD) in a relevant discipline such as biomedical sciences, health informatics, computer science, or a related field.
  • Prior clinical experience highly desirable.
  • Strong communication and stakeholder management skills with the ability to coordinate between technical and non-technical stakeholders.
  • Proficient in project planning, risk management, resource planning, and financial oversight.
  • Experience with tools like Protege, MEME editing tools, SPARQL, and Triplestore is a strong plus.


Compensation and Benefits

The projected compensation range for this position is $140,000 to $190,000 per year benchmarked in the New York area. The target salary is $158,200 for this role. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
