This position is located on the Peoria campus 170 miles southwest of Chicago. (On-Site Work - Not Remote).

The University of Illinois College of Medicine Peoria (UICOMP) educates 265 medical students and more than 300 physician residents and fellows annually. Additionally, it provides clinical care to more than 31,000 patients annually and conducts basic science, clinical and outcomes research. Position Summary

As part of the HR team, this position performs complex HR duties for the Peoria Campus. The HR Officer is responsible for mandated documentation, maintenance/input of human resource programs and systems, applicant processing, support of HR operations as well as recommending process/procedure improvement. The position requires knowledge of HR law, Civil Service Statutes and Rules, University of IL Policy and Rules, UIC Policy and Rules, union contracts and the state benefit programs. Serves as a departmental resource. This position requires independent judgment, discretion, initiative and organization. The position works under direction from the Human Resource Associate (HR Director) and Human Resource Assistant Manager.

Duties & Responsibilities
  • Performs Civil Service recruitment functions including: requisition submission (JDXpert), postings (Cornerstone), applicant eligibility review, credentialing/scoring, contingent offers, data collection, nepotism forms, education and license verifications, restrictive screenings, submission of criminal background checks, references, I-9's, processing of new employee documentation, system entry and paperwork.
  • Tracks hiring process as necessary.
  • Shares responsibility for general onboarding and assumes responsibility for the benefit education piece.
  • The position will have primary responsibility for the probationary evaluation process (dates, forms to departments, tracking, follow-up, etc. Position promotes compliance with Civil Service employment policies, procedures, documentation requirements and rules, as well as University, state, and federal employment policies.
  • Recommends and/or composes revisions.
  • Assists with Civil Service information requests and audit prep.
  • Supports HR Director and HR Assistant Manager as assigned.
  • Processes FMLA/leave documentation for Civil Service employees and maintains accurate records.
  • Counsels department managers and staff in the use and tracking of leaves.
  • Applies FMLA law and University leave policies based upon extensive knowledge.
  • Serves as an UIC leave resource. Assists employees in applying for disability and Shared Benefits.
  • Responsible for ensuring the submission of bi-weekly payroll in Web Time and processes payroll corrections and miscellaneous transactions.
  • Maintains accurate funding source information for all positions.
  • Assists with salary reports and recommendations.
  • Shares responsibility for processing separations/terminations and miscellaneous transactions including system accesses/security.
  • Assists with GoTime leave process for Civil Service exempt staff.
  • Assists with twice yearly GoTime upload making adjustments as needed.
  • Responsible for Extra Help benefit time tracking and entry.
  • Shares responsibility for confidential employee filing as well as database maintenance.
  • Responsible for the maintenance of written operations manual for the department.
  • Serves as a resource to employees by coordinating SURS retirement meetings and processing of retirement related transactions.
  • Distributes University announcements.
  • Performs other related duties and projects as assigned.
  • Prepares reports, composes correspondence as requested. Provides policy interpretation for staff and managers. Participates in employee activities and programs. Examples include celebrations, flu shots, service awards, committees, etc.
  • Promotes staff involvement and works to develop positive relationships between the Human Resource Department and staff.


  • Minimum Qualifications

    1. High school diploma or equivalent.
    2. Any one or any combination totaling three (3) years (36 months) from the following categories:
      1. course work in human resource administration, business administration or a closely related field, as measured by the following conversion table or its proportional equivalent:
        • 30 semester hours equals one (1) year (12 months)
        • Associate's Degree (60 semester hours) equals eighteen months (18 months)
        • 90 semester hours equals two (2) years (24 months)
        • Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
      2. progressively more responsible work experience maintaining, monitoring, and/or processing human resource records and reports.


    Preferred Qualifications

    Experience with FMLA strongly preferred.

    Experience with payroll processing preferred.

    Proficiency with operating systems strongly preferred including Word, Outlook, Excel, Access, PowerPoint, Zoom, etc.

    Ability to work as a team strongly preferred.
