Position Title: Administrative Manager (Base Access Support)

Location: Camp Lejeune, NC / MCAS New River, NC

Division: Advancia Technologies

Hourly Rate: $26.56/hr

Position Summary

**The hiring of this position is contingent upon contract award**

The Administrative Manager (Base Access Support) is responsible for maintaining administrative and operational control of onsite contract personnel performing base access support services. Additionally, responsible for all government property in accordance with the contract.

Essential Duties & Responsibilities:

  • Manage a team of twenty (20) Contractor Vetting Clerks and Commercial Vehicle Escort Liaisons.

  • Maintain administrative and operational control of onsite contract personnel.

  • Manage and oversee contractor operations.

  • Coordinate daily and weekly activities as required with the COR.

  • Conduct quarterly inventory verification of assigned property and collateral equipment upon receiving the Consolidated Memorandum of Record (CMR).

  • Submit modification requests when necessary.

Oversight of the following activities:

  • Greeting customers, screening documents for correctness/compliance, enter data in spreadsheet, communicate with Prime Contractors to schedule appointments for contractor vetting.

  • Work with customers at any stage of the vetting process and assist them with any problems encountered.

  • Issue, review, and process applications for vehicle registration ensuring applications and supporting documents are complete, valid, and comply with applicable laws, regulations, and rules for determining eligibility of the applicant.

  • Review, process, and issue temporary passes for all commercial vehicles to the installation in accordance with established laws, regulations, and rules. Maintain accurate accountability of issued and on-hand passes.

  • Report expired, fraudulent, or suspicious documents to the onsite government representative.

  • Operate separate computerized databases to include the Consolidated Law Enforcement Operations Center (CLEOC) and Defense Biometrics Identification System (DBIDS) for registration of vehicles.

  • Enter data, verify accuracty of data, and update data as changes occur.

  • Ensure personnel who have access to these systems do not share information with personnel who do not have authorization to know.

  • Track all data entry in a CVO Daily Status log, turning in at the end of each workday.

  • General office tasks including filing, collating, recording information, and operating equipment (copier, fax, scanner, telephone, etc.)

  • All activities necessary for the receiving and staging of commercial vehicles, verification and recording of driver and delivery information, contacting the responsible escort, verifying proper escort credentials, and releasing vehicles from the staging lot in accordance with installation laws, regulations, and policies.

  • Protect information collected during performance of services in accordance with privacy act and DoD Privacy Program, DoD Directive 5400.11.

  • Direct commercial vehicles to the commercial vehicle lanes prior to the installation gate.

  • Direct vehicle traffic in the commercial vehicle lanes to the Government's inspection point.

  • Once vehicles have been inspected and the Government allows access to the installation, contractor personnel shall radio ahead to the escort lot and release commercial vehicles from the commercial vehicle lane to the escort lot.

  • Receive and stage commercial vehicles at the escort lot.

  • Immediately notify PMO if any commercial vehicle directed to the escort lot from the Government's inspection point is not received.

  • If necessary, stop traffic to allow vehicles to enter the lot and/or coordinate with PMO to provide assistance with traffic control.

  • Collect placards issued by the government inspection point and verify driver/delivery information and documents.

  • Complete a commercial vehicle log provided by the government for all vehicles entering the escort lot, turning in at the close of each business day.

  • Identify the responsible escort from the list of government approved escorts and contact the escort to report to the escort lot and verify escort credentials upon arrival.

  • Once all information has been recorded and the escort verified, release the vehicle from the escort lot ensuring minimal impact on traffic.

  • If necessary, stop traffic to allow vehicles to exit the lot and/or coordinate with PMO to provide assistance with traffic control.

  • All contractors directing traffic will wear reflective vests and be trained by PMO Traffic Accident Investigation Division in directing traffic.

  • Notify PMO in any instance that requires law enforcement attention.

  • Any situation involving an unaccounted for commercial vehicle requires immediate notification to PMO.

Qualifications:

  • Valid state issued driver's license (Real ID compliant)

  • High School Diploma or Equivalent

  • Skills in organization and personnel management

  • Training and experience in customer service and conflict resolution

  • Ability to communicate and work in a team environment

  • Ability to work with minimal supervision

  • Strong attention to detail and observational skills

  • Read, write, and communicate using the English language at a level sufficient to perform job functions

  • Ability to meet the security requirements for obtaining a badge (i.e., National Agency Checks with Inquiries)

  • Ability to pass a drug screen and employment background check

  • Proficient with Microsoft Windows and Microsoft Office Suite

Working Environment:

The work environment is both indoor and outdoor - with potential for inclement weather.

Physical Demands (including but not limited to):

  • Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place.

  • Work requires computer usage with strength, dexterity, coordination, and visual acuity to use keyboard and video display terminal and other office equipment.
